'Slf«I' ) m.~.~. ~. ~ <~> [fcrarlR-Ul/4/amttmUt/163/ Ii] PRASAR BHARATI (BROADCASTING CORPORATION OF INDIA) NOTIFICATION New Delh~ the 20th February, 2013 No. N-10/212013-PPC .. -In exercise of the powers conferred by section 9 and sub-section (5) of section 11 read with clause ( d).of sub-section (2) of section 33 of the Prasar Bharati (Broadcasting Corporation oflndia) Act, 1990 (25 of 1990) and in supersession of the Prasar Bharati (Broadcasting Corporation of India) (Junior Engineering Posts) Service Regulations, 2002, in so far as it relates to the post of Engineering Assistant, except as respects things done or omitted to be done before such supersession, the Prasar Bharati (Broadcasting Corporatiop of India), with the prior approval of the Central Government, hereby makes the following regulations, namely :-

1. Short title and commencement.~l) These regulations may be called the Prasar Bharati (Broadcasting Corpo­ ration of India) (EngineeringAssistant) Recruitment Regulations, 2013.

(2) They shall come into force on the date of.their publication in the Official Gazette.

2. Number of posts, Pay Band and Grade Pay or Pay Scale.-The number of said post, its pay band and grade pay or pay scale shall be as specified in columns2 to 4 of the Schedule annexed to these regulations.

3. Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 12 of the said Schedule.

4. Seniority.-The inter se seniority of Engineering Assistants who are appointed under these regulations shall be in accordance with the general instructions issued by the Department of Personnel and Training from time to time.

5. Disqualification.- No person,- ( a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Corporation may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage, and that there are grounds for so doing, exempt any person from the operation of this regulation. THE GAZETTE OF rNDIA: EXTRAORDINARY

6. Age relaxation for ~asual assignees.-The casual assignees working in the Stations or Kendr-as 9f All India Radio and Doordarshan performing the duties of Engineering Assistant shall be eligible for relaxation of age for direct recruitment to the extent of their services rendered as Engineering Assistant on casual basis;

Provided that am inimum of one hundred and twenty days service in a calendar year shal I be reckoned as one year service. F.xplanation: lt is hereby clarified that for determining the extent of service rendered for the purpose of this regulation, engagement for a total minimum period of one hundred and twenty days in one calendar year as Engineering-Assistant on casual basis shall be taken as one year and their engagement for less than one hundred and twenty days in a calendar year shall not qualify for such age relaxation. ,

7. Power to relax.- Where the Corporation is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Prasar Bharati Recruitment Board, and with the prior approval of Central Govemment, relax any of the provisions of these regulations with respect to any class or category of persons.

8. Saving.-Notbing in these regulations shall affect reservations, relaxation of age limit and other concessions required to be provided for persons belonging to the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons, in accordance with the orders issued by the Government from time to time in this regard. Note :The number of posts in each grade is the total number of the posts sanctioned for that grade and at any time it shall not exceed the aggregate number of postS' occupied by the Government servants on deemed deputation to the Corporation and the officers and employees of the Corporation. Age limit for direct recruits.

(6) Not exceeding 30.years (Relaxable for employees of Prasar Bharati up to five years).

Note: The crucial date for determing the age limit shall be the closing date for receipt of applications from candidates in India (and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh, Division ofJammu and Kashmir state, Lahaul and Spiti District and Pangi sub­ division of Chamba District ofHimacbal Pradesh and Union tenitory of Andaman and Nicobar Islands or Lakshadweep ). Educational and other qualifications required for direct recruits

(7) Essential

(i) Bachelor's Degree in Telecommunication or electronics or Electrical or Information Technology or Electronics & Communication Engineering from a recogniz.ed University or Institute; or

(ii) Bachelor's Degree in Physics as one of the subjects from a recognized University or Institute and one year's experience in the field ofTelecommunication or Electronics or Electrical or Information Technology or Electronics & Communication Engineering; or

(iii) Three years Diploma in Radio or Telecommunication or Electrical or electronics or Information Tecnology or Electronics & Com1mmication Engineering &om a recognized Institute and one.year experience in the related field. Desirable: Knowledge of Wireless Radio Engineering. ['1T7T ·1-~ 4) 5 Whether age and educational qualifications prescribed for direct recruits will apply in the case of promotees Period of probation, if any Method of recruitment, whether by direct recruitment or by promotion or by deputation/absorption and percentage of the vacancies to be tilled by various methods.

(8) (9) (IO) Not applicable Two years (i) Eighty per cent by direct recruitment

(ii) Ten per cent by promotion.

(iii) Ten per cent through Limited Departmental Competitive Examination. . . .

Note : The vacancies arising in a particular year in each grade (other than the direct recruitment posts) shall be filled up by two categories of employees in the feeder grades, i.e. the Government servants on deemed deputation to the Corporation and the officers and employees of the Corporation, as may be notified by the Corporation. ln case of recruitment by promotion or deputation/absorption grade from which promotion or deputation/absorption to be made. (II) 1 P romotion ; Senior Technicians with six years regular service in the grade. • Limited Departmental Competitive Examination :

(i) Senior Technician with three years regular service in the grade; or

(ii) with five y~ars combined regular service in the grade of Technician and Senior Technician; or

(iii) Mast Technician or Diesel Technician with five years regular service in the grade. (The Scheme for the Limited Departmental Competitive Examination shalJ be notified through an order by the Corporation, in consultation with the Prasar Bharati Recruitment Board.)

Note : Where Juniors who have completed their qualifying/ eligibility service are being considered. their senior would aJso be considered provided they are not short of the requisite qualifying/eligibility service by more than half of su~h qualifying/eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/eligibility service.
