(i) ᮧसार भारती (भारतीय ᮧसारण िनगम) (किन᭬ ठ िसिवल िनमाᭅण ᭭ कंध पद) सेवा िविनयम, 2002 किन᭬ ठ अिभयंता (िसिवल) (फᳱ᭨ ड/᭡ लाᳲनग), किन᭬ ठ अिभयतंा (िव᳒ुत) (फᳱ᭨ ड/᭡ लाᳲनग), वा᭭ तुकला सहायक ᮕेड-। और वा᭭ तकुला सहायक ᮕेड-II से संबंिधत पद;
(ii) ᮧसार भारती (भारतीय ᮧसारण िनगम) (किन᭬ ठ कायᭅᮓम पद) सेवा िविनयम, 2002, ᳰफ᭨ म/वीिडयो संपादक, ᭢लोर ᮧबंधक ᭢लोर सहायक, ᮕाᳰफक सहायक और ᱨप स᭔ जा सहायक से संबंिधत पद;
(iii) ᮧसार भारती (भारतीय ᮧसारण िनगम) (वᳯर᭬ ठ ᮧशासिनक पद) सेवा िविनयम, 2002 उपिनदशेक (ᮧशासिनक ᮧिशᭃण) कमᭅचारी ᮧिशᭃण ᭭ कूल (कायᭅᮓम) से सबंंिधत पद;
(iv) ᮧसार भारती (भारतीय ᮧसारण िनगम) ᮧसारण इंजीिनयरी सेवा िविनयमन, 2001.
इस अिधᮓमण स ेपूवᭅ ᳰकए गए या छोड़ ेगए कायᲄ के अितᳯर त, ᮧसार भारती (भारतीय ᮧसारण िनगम) कᱶ ᮤ सरकार के पूवᭅ अनमुोदन स ेिन᭥ निलिखत िविनयमन बनाता ह,ै अथाᭅत: -
1. सिंᭃ᭡ त नाम और ᮧारंभ :
(i) इन िविनयमᲂ का संिᭃ᭡ त नाम ᮧसार भारती (भारतीय ᮧसारण िनगम) अिधकाᳯरयᲂ और कमᭅचाᳯरयᲂ के भतᱮ िनयम िविनयमन, 2016 ह।ै
(ii) ये राजपᮢ मᱶ ᮧकाशन कᳱ तारीख स ेᮧवृ᭜ त हᲂगे। 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4]
2. अनᮧुयोग – ये िविनयमन ᮧसार भारती िनगम के अिधकाᳯरयᲂ और कमᭅचाᳯरयᲂ पर 5 अ तबूर, 2007 के बाद भतᱮ या ᮧसार भारती िनगम ᳇ारा भतᱮ ᳰकए गए अनुसूची 1 मᱶ िविन᳸द᭬ ट पद हᲂगे।
3. भतᱮ कᳱ पित, आय ुसीमा, अहᭅताएं आᳰद – (1) उ त पद पर भतᱮ कᳱ पित, आयु सीमा, अहᭅताए ंऔर उनस ेसंबंिधत अ᭠ य बातᱶ जो अनुसूची-II और अनसुूची-I मᱶ िविन᳸द᭬ ट पदᲂ पर लागू हᲂगे। अितᳯर त ऐस ेᮧावधान के अनसुार जो संघ लोक सेवा आयोग के परामशᭅ स ेहᲂगे।
(2) इन िविनयमᲂ के अंतगᭅत भतᱮ अिधकारी और कमᭅचारी ᮧसार भारती िनगम के अिधकारी और कमᭅचारी हᲂगे।
(3) (क) समूह ‘क’ पदᲂ कᳱ पदो᭠ नित के िलए िवभागीय पदो᭠ नित सिमित होगी। (ख) उपधारा (क) के उे᭫ य के िलए, ᮧसार भारती बोडᭅ िवभागीय पदो᭠ नित का गठन कर सकेगा, िजसमᱶ मु य कायᭅकारी अिधकारी या सद᭭ य (काᳶमक) ᮧसार भारती बोडᭅ के अ᭟ यᭃ हᲂगे जो ᳰक पद के िलए गᳯठत सिमित पर िनभᭅर होगा।
(4) कोई अिधकारी या कमᭅचारी भतᱮ ᳰकए गए इन िविनयमᲂ के अंतगᭅत नॉन-फं शनल उ᭠ नयन या नॉन-फंक् शनल चयिनत ᮕेड या सुिनयोिजत समूह ‘क’ सेवा के या ᳰकसी अ᭠ य लाभ का पाᮢ होगा।
(5) ᮧ᭜ येक ᮕेड मᱶ पदᲂ कᳱ सं या कुल ᭭ वीकृत पदᲂ कᳱ सं या के अनुसार होगी:
बशतᱷ ᳰक पदᲂ कᳱ सं या ᭭ वीकृत सरकारी सेवा के कुल पदᲂ और ᮧसार भारती िनगम के अिधकाᳯरयᲂ और कमᭅचाᳯरयᲂ कᳱ सं या से ᮧितिनयिुᲦवत कᳱ सं या अिधक नहᱭ होगी।
(6) ᳰकसी एक िवशेष वषᭅ मᱶ ᳯरिᲦयां ᮧ᭜ यके ᮕेड मᱶ, सीधी भतᱮ कोटा के अितᳯर त ᳯर त दो ᮰ेणी के कमᭅचाᳯरयᲂ स े फᳱडर ᮕेड से भरे जाएंगे, जो ᮧसार भारती िनगम के अिधसिूचत अिधकाᳯरयᲂ और कमᭅचाᳯरयᲂ स ेसरकारी सेवा और ᮧितिनयुिᲦवत मᱶ से भरे जाएगें।
4. सीधी भतᱮ – ᮧसार भारती िनगम कᳱ सभी ᮰िेणयᲂ के पदᲂ के िलए कᱶ ᮤीय सरकार ᳇ारा अनुमोᳰदत ᳰकसी एजᱶसी ᳇ारा सीधी भतᱮ कᳱ जा सकती ह।ै
5. छूट दने ेकᳱ शिᲦ : जहा ंिनगम कᳱ यह राय ह ैᳰक ऐसा करना आव᭫ यक या समीचीन ह,ै वहां वह उसके िलए जो कारण ह ᱹ उ᭠ हᱶ लेखब करके और कᱶ ᮤीय सरकार के पूवᭅ अनुमोदन और ᮧसार भारती भतᱮ बोडᭅ से परामशᭅ करके, इन िविनयमᲂ के ᳰकसी उपबंध को ᳰकसी वगᭅ या ᮧवगᭅ के ᭪ यिᲦयᲂ कᳱ बाबत, आदशे ᳇ारा छूट द ेसकेगा। अनसुचूी–I िविनयमन 2 दखेᱶ ᮓ. स.ं पदᲂ कᳱ ᮰णेी पदᲂ का नाम 1 िसिवल िनमाᭅण ᭭ कंध िसिवल/ िव᳒ुत पद

No. N-10/178/2012-PPC. – In exercise of the powers conferred by section 9 and sub-section (5) of section 11 read with clause (d) of sub-section (2) of section 33 of the Prasar Bharati (Broadcasting Corporation of India) Act, 1990 (25 of 1990) and in supersession of –
(i) the Prasar Bharati (Broadcasting Corporation of India) (Junior Civil Construction Wing Posts) Service Regulations, 2002, in so far as they relate to the posts of Junior Engineer (Civil) (Field/Planning), Junior Engineer (Electrical) (Field/Planning), Architectural Assistant Grade-I and Architectural Assistant Grade-II;
(ii) the Prasar Bharati (Broadcasting Corporation of India) (Junior Programme Posts) Recruitment Regulations, 2002, in so far as they relate to the posts of Film/Video Editor, Floor manager, Floor Assistant, Graphic Artist and Make-up Assistant;
(iii) the Prasar Bharati (Broadcasting Corporation of India) (Senior Administrative and Allied Posts) Service Regulations, 2002, in so far as they relate to the post of Deputy Director (Administrative Training), Staff Training School (Programme);
(iv) the Prasar Bharati (Broadcasting Corporation of India) Broadcasting (Engineers) Service Regulations, 2001, except as respects of things done or omitted to be done before such supersession, the Prasar Bharati (Broadcasting Corporation of India), with the prior approval of the Central Government, hereby makes the following regulations, namely:-
1. Short title and commencement.–(1) These regulations may be called the Prasar Bharati (Broadcasting Corporation of India) Recruitment of Officers and Employees of the Corporation Regulations, 2016.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.–These regulations shall apply to the officers and employees of the Prasar Bharati Corporation, recruited after the 5th October, 2007 or who may be recruited by the Prasar Bharati Corporation hereinafter, to the categories of posts specified in Schedule-I.
3. Method of recruitment, age limit, qualifications, etc.–(1) The method of recruitment, age limit, qualifications and the other matters relating to the posts specified in Schedule-II shall, mutatis mutandis, apply to the corresponding posts specified in Schedule-I except, the provisions relating to consultation with the Union Public Service Commission.

(2) The officers and employees recruited under these regulations shall be officers and employees of the Prasar Bharati Corporation.
(3) (a) There shall be a Departmental Promotion Committee for considering promotion to Group ‘A’ posts.
(b) For the purposes of sub-clause (a), the Prasar Bharati Board may constitute the Departmental Promotional Committee with the Chief Executive Officer or Member (Personnel) of the Prasar Bharati Board as the Chairperson depending on the post for which the Committee is to be constituted.
(4) No officer or employee recruited under these regulations shall be entitled to the benefit of Non- Functional Upgradation or Non-Functional Selection Grade or any other benefit available to organized Group ‘A’ service.
(5) The number of posts in each grade is the total number of the posts sanctioned for that grade:
Provided that the number of posts shall not exceed the aggregate number of posts occupied by the Government servants on deemed deputation to the Prasar Bharati Corporation and the officers and employees of the Prasar Bharati Corporation.
(6) The vacancies arising in a particular year in each grade shall, other than the vacancies in direct recruitment quota, be filled up by two categories of employees in the feeder grades, that is, the Government servants on deemed deputation to the Prasar Bharati Corporation and the officers and employees of the Prasar Bharati Corporation, as may be notified by the Prasar Bharati Corporation.
4. Direct recruitment.–Any agency approved by the Central Government may make the direct recruitment in respect of all categories of posts of Prasar Bharati Corporation.
5. Power to relax. – Where the Prasar Bharati Corporation is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Prasar Bharati Board, and with the prior approval of Central Government, relax any of the provisions of these regulations with respect to any class or category of persons.
