(1) The polling officer shall be furnished with an authentic list or part thereof of the electors entitled to vote at the place of polling.
(2) Immediately before a ballot paper is delivered to an elector, a mark shall be placed against his name in that list, and the number of the elector as shown in that list shall be entered on the counterfoil of the ballot paper.
(3) The elector shall sign his name in the list in token of receipt of thi ballot paper, whereupon, but not earlier, the ballot paper shall be delivered to him.
