The Returning Officer may, either on his own initiative or at the instance of any candidate or of the authorised representative of a candidate in the absence of that candidate, recount votes, whether once or more than once, when the Returning Officer is not satisfied as to the accuracy of a previous count:
Provided that nothing herein contained shall make it obligatory on the Returning Officer to recount the same votes more than once.
