[32. Penalty for contravention and obstruction in duty.---Any person who contravenes any provision of this Act, the rules, orders and notifications made or issued thereunder or obstructs the Competent Officer in performing his duties, shall be liable to penalty not exceeding ten thousand rupees and in the case of a continuing contravention, to an additional penalty which may extend to five thousand rupees for every day during which such contravention is continues.]
