(7) The Central Government may, by notification, make rules to carry out the provisions of this Ordinance.
(2) In particular and without prejudice to the generality of the foregoing power such rules may provide for all1 or any of the following matters, namely:— , • . . .
(a) the salaries and allowances and other terms and conditions of service of the Members under section 8;

(b) the conditions subject to which other administrative, techaical and scientific staff may be apointed by the Commission arid the salaries and allowances of officers and other staff under subsection (3) of section 11;
(c) any other power of a civil court required to be prescribed under clause (/) of sub-section (1) of section 13;
(d) the form in which the annual statement of accounts is to be prepared by the Commission under smbhsection ( I ) of section 34; and
(e) any other matter which has to be, or may be, prescribed.
(3) Every rule made under this Ordinance shall be laid, as soon as may be after it made, before each Housa of Parliament, while it is in session, for ia total period of thirty days which may be comprised in one session or in two or more successive sessions, and if. before thp expiry of the session immediately following the session or the successive sessions aforesaid, both Houses agree in making any modification in the rule or both Houses agree that the rule should not be made, the rule shall thereafter have effect only in such modified form or bo oif no effect, as the case may be; so, however, fihat any such modification or annulment shall be without prejudice to the validity of anything previously done under that rule.
