Puducherry Prevention of Cruelty to Animals (Conduct of Jallikattu) Rules, 2018Union territory Rules of Puducherry · 1960

(1) The participants shall be put to thorough check up by a Medical Team constituted by the Collector just before they enter into the arena. The Collector shall ensure that every participant wears an exclusive dress (colour coded) for the purpose of identification with necessary identification card. The Collector shall ensure deployment of additional medical facilities like extra ambulance vehicle, serving Doctors, Veterinarians, etc., for ensuring the safety of the participants as well as the bulls. The Collector shall strictly ensure that the bulls are not physically abused just before it is released into the area. Further, the nose rope/face rope of the bull shall be snapped only by the owner or his representative in the presence of the authorized officials.

(2) All the structures in the arena including barricades, bull collection yard, etc., wherein, the bulls may come in contact during the conduct of the event shall not have sharp protruding ends that may cause injuries to the bulls.

(3) Provisions may be made for coconut fibre/saw dust to be strewn on the surface in the event to be conducted.

(4) Additional reinforcement at the gates of the bull collection yard by posting additional sentry at the exit points may be provided.

(5) Emergency exits that would allow easy movement of bulls from screening area, taming area and bull collection area shall be provided. Provision for emergency transportation of bulls in case of medical emergencies shall be ensured at the venue.

(6) The District Collector shall direct the organizers to deposit an amount of not less than ` 2,00,000 (Rupees two lakhs only) for the benefit of the victim including the members of the family of the victim in case of accidental injury during the event. The amount shall be refunded to the organizer if, no such incident occurs. The entire event of Jallikattu shall be insured by the organizers including the event as a whole and the bulls.

(7) The Collector shall take strict action to prevent unauthorized events which are conducted without any security/safety measures.

(8) The Collector shall ensure to videograph the entire event and provide the same to the Government or any other authority, as and when required.
