The pun- ishment awarded to inmates of a Borstal Institution shall be minor or major as described in paragraph 630 of the Punjab Jail Manual except in so far as they are in- consistent with the Punjab Borstal Act and these rules, A Borstal Institution offence shall be considered a minor or major offence according as it is dealt with by a minor or major punishment.
