Section 19: Custody of inmates and keys

(i) All inmates should be kept at night in cU- bicles, in which they shall be locked up at locking up time, and?t sfilfbe ogne of the special duties of the night warders to see that the inmates when in the cubicles doot ‘talk or communicate with one another,

(2) The Superintendent should make arrangement to keep the keys of the cubicles in such a manner that they shall be immediately accessiblep at all t)i/mes.
