Bumab Government Gazette EXTRAGEDINARY Published by Authority CHANDIGARH, WEDNESDAY, AUGUST 21,2024 (SRAVANA 30, 1946 SAKA) Annexure-I GOVERNMENT OF PUNJAB ‘DEPARTMENT OF SPORTS & YOUTH SERVICES YOUTH SERVICES POLICY - 2024 The 14th August, 2024 No. SYWD-SPRT03/109/2023-4SS.~Governor of I'unjab is pleased to notify Youth Affairs Policy, 2023 of State of Punjab. This Policy shall come into force on and with effect from the date of its publication in the Official Gazette. The Policy shall be is as under:

PREAMBLE Youth are the future of any country or state. While education and sports help children and youth develop mental and physical faculties, activitics that come in the ambit of youth affairs help them develop:

1) Social, organisational skills, right attitude towards clders and children to live respectably in society 2) Good values/morals for a lifc of progress and prosperity 3) Hobbies orhealthy lcisure time activities to relax and unwind 4) Respect for nature to feel one with it 5) A broad outlook through exposure to other terrains and cultures 6) Hidden talents through Youth festivals 7) Adventurous spirit by making them aware of many possibilities, life has to offer Youth Policy-2024 of Punjab is its guide to systematically promote in its 46.5% or 1.38 cr. youth population, above mentioned 7 attributes, for a happy, progressive and meaningful experience through life.

VISION 1) To develop a positive and balanced outlook in youth, in the age group 15 to 35 years, for a happy and meaningful experience of life.

2) Tohelp youth develop positive qualities for living as responsible citizens wherever they go.

To prepare a calendar of activities for exposure visits and interaction amongst Youth Clubs To provide financial assistance to the clubs for crganising exposure visits to other states/ cultures.

To have an objective criteria for evaluating the activities undertaken by each club.

To recognise and reward the best performing clubs at District and State Level.

To help Corporate Sector coordinate and work with Youth Clubs with their CSR funds.

To develop and deploy an IT Platform to monitor and coordinate activities of Youth Clubs.

To develop an adventure sports training Institute in the Shivalik foothills.

ACTION - 1 To see that a Youth Club is formed and functions well in every village Department of Youth Affairs in conjunction with Officers of Sports Department will work with this aim and help Youth in the age group of 15 to 35 years organise meaningfully.

ACTION - 2 To prepare & sct of activities which acts as a guide for all Youth Clubs in the state.

Government will provide a budget of Rs. 8 crore @ Rs. 4000 per youth for above purpose.

ACTION - 5 To have an objective criteria for evaluating the activities undertaken by each club.

As mentioned in the table above ACTION - 6 To recognise and reward the best performing clubs at District and State Level.

3 best performing clubs in cach District will be rewarded Rs. 5, 3 and 2 lac. A budget of Rs. 2.3 crore will be provided for it for 23 districts.

ACTION -7 To help Corporate Sector coordinate and work with Youth Clubs with their CSR funds.

Effort will be made in this regard through the IT Platform and otherwise ACTION - 8 To develop and deploy an IT Platform to monitor and coordinate activities of Youth Clubs.

An IT Platform will be created within 6 months, on which each Youth Club can create an account, upload photographs/ videos of its activiti cc what others are doing and maintain log of its activities as per the score card given above.

ACTION - 9 To develop an adventure sports training Institute in the Shivalik foothills.

Effort will be made to identify a patch of at least 100 acres in the Shivaliks in the districts of Hoshiarpur, Ropar or Mohali to develop an Adventure Sports Institute on professional lines. Meanwhile 8000 youth will be taken for 4/5 day (average) hiking rekking camps in forest areas of the state in these districts, for which Rs. 8 crore (@Rs.10000 per youth for travel, temporary tended accommodation, food, equipment and staff) will be provided.
