No person shall be given direct appointment to the post of Steno-t-vpist or JLrnior Scale Stenographer Lrnder the Punjab Covernment, unless he-
(a) Possesses Bachelor's Degree from a recognised University or Institution; and
(b) Qualifies a test in Punjabi Stenography to be held by the Board or by the appointing authority at a speed specified by the Covernment from time to time; and
(c) Possesses at least one hundred and twenry hours course with hands on experience in the use of Personal Computer or lnformation Technology in Officer Productivity applications ol Desktop Publishing application from Covernment recognised institution or a 1374 PUNJN B GOV I'. Knorvledgc of Punjabi Lxrguage. - No person shall be appointed to any post in ally service by direct appointment un less he has passed Matricu lalion exanr ination with Punjabi as one ofthe cornpu Isory or elecl ive subjects or any other equ ivalent examination in Pu|ljabi l-anguage, which may be specified by the Covernment from lirne to time:
Provided that where a person is appointed on compassionate grounds on priority basis under the instnrctions issued in rhis behalfby the Covemment from time to time, the person so appoinled shall have to pass an examination ofPunjabi Language equivalent ro Matriculation standard or he shall have lo qualiry a test conducted by the l-anguage Wing of the Department of Education of punjab Covernment within a period ofsix months from the date ofhis appointment:
Provided {irrtherthat where educationalqualifications for a post in any service are lower than the Malriculalion slandard, tllen the person so appointed shall have to pass an examination ofPunjabi [,anguage equivalent to Middle standard:
Provided further that where a War Hero, who has been discharyed from defence services or paramilitary forces on account ofdisability suffered by him or her rvidpw or dependen.t member of his family, is appointed under the instructions issued in this behalfby the Govemment, the person so appointed will not be requ ired to possess aforesaid knowledge ofPunjabi language:
Provided further that where a ward of Defence Service personnel, who is a bonafde rcsident of Punjab State, is appointed by direct appoinfment, he shall have to pass an examination of Punjabi Language equivalent to Matriculation Standard or he shall have to qualify a test conducted by the Language Wing ofthe Department ofEducation ofPunjab Government within a period of two years from the date of his appointment.
