Section 19: Powcr to relax

Where the Governmenl is of the opinion that it is necessary or expcdient so to do, it may by order, for reasons to be recorded in wriling, relax any ofthe provisions ofthese rules with respect to any class or category of persons:

Provided that the provisions relating to educational qualifications and experience, il'any, shall not be relaxed.
