In these rules, untess the context otherwise requires-
(a)..appointingauthority,,meansanappointingauthoritylrpecifiedas ,r"i in th" S"-i"" Rules made under Article 309 of the Constitution oflndian in respect ofany service or post in connection with the affairs ofthe State of Punjab;
(b) "Board"means the Subordinate Services Selection Board' Punjab or any other authority constituted to perform its functions;
(c) "Commission" means the Punjab Public Service Comnrission;
(d)..directappointment,,meansanappointmentmadeolhcrwisethan' ' by promoiion or by transfer ofa person already in the service of Government oflndia or ofa State Government;
(e)..covernment',meanstheGovernmentofthestateofPunjabin the Depaftment of Personnel and Administrative Reforms;

(i) anv univcrsity or institution irrcorporated by larv in aly ofthe Slate ol lnd ia; or
(ii) any olher universily or institution, rvhich is declared by rhe Government to be a recogniscd university or institution for the purposes of these rules;
"Servicc" means any Croup .A' Service, Croup .B' Service or Group 'C' Service constituted in connection with the affairs ofthe State of Punjab as per scalcs given in the Appendix;
'Service Rules'means tlre seryice rules made LrnderArticle 309 of the Constittrtion of India regulating the recruitment and conditions ot'service other than lhe general alrd comnton conditions ofservice of pcrsorrs appointed to any service <)r post in connection with rhe aflairs ol'the State of Punjab; and
(i) "War Heio" means a deflcnce services personnel or a paramilitary lorces personnel. wlro is a bona fide resident of Punjab State and has bcen killed or discharged from service on account ofdisability sufl'ered by him on or aller I st January, 1999 while fighting in a war declared so by Covernment of India, in operatiorrs in Kargil or any other Sector in J. and K.
in the on going conflict with pakistan other operations which may be norified by the State Covernment to have been undertaken for preserving the unity and integrity of the Country; or
(ii) a defence services persorrnel or a para-military forces personnel who was a honafide resident ol'punjab State and was posthumously decorated with paramvir Chakra, Mahavir or Vir Chakra : provided that,
(a) ln exceptional instances, thc cases ofsuch War Heroes may also be covered. with the prior approval of the f)epartment of' Personnel who though, hona /ide residents of Punjab State arc yet closely connected to the State of Punjab:

(b) ln the case ot-War Heroes, falling in the category (i) above, thc benelits to be given by thc State Covernment rvill be restricted orly to first generalion dependent mernbcrs/next of the kin.
Nolr,:-The Governmenl reserves the right to include any other category of Awardees lor the purpose of providing employment to lhe category of War Heroes, as nray be notified.
