(l) A person appointed to any post in the Service shall rcmain on probation lbr a pcriotl ol'three years, ifrecrLrited by direct appointmenr and one l,ear if rccrLriled othenvise:
Provided that.-
(a) any period, aftcr such appointment, spent on dcputation on a correspond ing or a higher post shall count towards tlre period ol'probation;
(b) in the case ofan appointment by transfer, any period ofwork on an equivalent or higher rank, prior ro appointment to the Service, may in the discretion ofrhe appointing authority, be allolvcd to count towards the period ofprobation;
(c) any period ofolficiating appointnrenr to rhe Service shall be reckoned as period spent on probation; antl
(d) any kind of leave not exceeding six months during or at the end ol'period ofprobation, shall be counted towards the period trfprobat ion.
(2) I I in rhe opirr iorr ofthe appointing authority, the work or conduct of a person during the period olprobation is not satisfactory or he has firiled to pass the dcparrrnental examination, ifany, prescribed in Service Rules within a period not exceeding rone and a halfyears Iiom the datc ofappointmcnt, it rnay, -
(a) ifsuch person is recru ired by d irecr appointmenr, d ispense wiih his service, or revert him to a F)st on which he held lien prior to his appointment ro the Service by direct appointm€nt ; and
(b) ifsuch person is appointed otherrvise _ (D reverr him to his former post; or
(ii) deal with him in such other manner as the terms and conditions of the previous appointment permit.
(3) On rhe completion of the period of probation of a person, the appointing authority nray- PUNJAB COVT. CAZ., JUN E 22, 20 I 8 (ASAR I,l940SAKA) 1367 if his rvork and conduct has in its opinion been satisfactory -
(i) contlrm such person, tiorl the date ofhis appointment or fionr the date he completes his period or probalion sat is taclori ly,, if he is not already contirmed; or
(ii) declare that he has conrpleted his probation sarisfactorilX ifhe is already confinned; or if his work or conducl has not been in its opinion, satisfactory or if he has failed to pass the departmenlal examination, if any, specified in lhe Service Rules-
(i) dispense witlr his services, if appointed by direct appointmcnt or if appoirrted otherwise revert him tl) his lbrrner post, or deal wilh him irr such other manner as the terins and conditions of his previous appointment may permrt t , (iD extend his period ofprobation and thereafter pass such order as it could have passed on the expiry of the period o{'probation as specified in sub-rule( I ):
Provided that the total period ofprobation including extension, ifany, ;hall not exceed three years.
l. Seniority.-The seniority rnlr.r.rc ofpersons appointed to posts in each :adre ofa Service shall be determined by the length ofcontinuous service on ;uch post in that cadre of the Service:
Provided that in the case ofpersons recnrited by direct appointnrent vhojoin within the period specified in the order ofappointment or within such rcriod as may be extended from time to time by the appointing authority subject o a maximum of four months from the date oforder olappointment the order 'f merit determined by the Commission or tlre Board, as the case may be, hall not be disturbed:
Provided further that in case a person permitted to join the post fter the expiry of the said period of four months in consultation with the :ommission or the Board, as the case may be, his seniority shall be determined om the date hejoins the post:
Provided further that in case any person of the next selection has

Provided firrther that in the case ofnvo or more persons appoinled on the samc date; their seniority shall be determined as follows:-
(a) a person appointed by direct appointment shall be seniortoa person appointed otherwise;
(b) a person appointed by promotion shall be senior ro a person appointed by trans[er;
(c) in the case of persons appointed by promotion or transfer, the seniority shall be determined according to the seniority of such persons in the appointments from which they were promoted or transferred ; and
(d) In the case ofpersons appointed by transfer from different cadres their seniority shall be determined according to pay, preference being given to a person who was drawing a higher rate of pay in hiS previous appointments; and ifthe rates ofpay drawn are also the same, then by their length ofservice in these appointments and ifthe length ofsuch service is also the same, an older person shall [re senior to a younger person :
+"Provided furlher that in the case ofpersons recruited by direct appointment in the same cadre obtain ing equal marks, during same selection process, their in ter-se-sen iority shall be determined on lhe basis of their age. That is, an older person shall be senior to the younger person."
Note.- Seniority of person appointed on purely provisional basis or oo o.l hoc basis shall be determined as and when they are regularly appointed keeping in view the dates of such regutar appointment,
