(1) If any difficulty arises in giving effect to the provisions of this Act, the Government may within three years from the commencement of this Act, by order published in the Official Gazette, make such provisions not inconsistent with the provisions of this Act, as may appear to it to be necessary or expedient for removing the difficulty.
(2) Every order made under this section shall be laid, as soon as may be after it is issued, before the Legislative Assembly of the State.
77. The provisions of this Act and the rules made thereunder shall have effect notwithstanding anything inconsistent therewith regarding fire prevention and life safety measures contained in any other law of the State of Punjab for the time being in force, or in any instrument having effect by virtue of any other law.

78. Notwithstanding anything contained in any other law of the State of Punjab for the time being in force, when anything in relation to the fire prevention and life safety measures is required to be done or approved under this Act, that thing shall not be deemed to have been lawfully done or approved by reason only of the fact that permission, approval or sanction required under such other law therefore has been obtained.
