“(2) The authority empowered to impose penalties as specified in tule 5 of the Punjab Civil Service (Punishment and Appeal) Rules, 1970, in respect of the members of the Service, shall be the Secretary Incharge and the appellate authority there under in respect of the member of Service against an order as specified in the Rule 15 of the Punjab Civil Services (Punishment and Appeal) Rules, 1970 shall be the Minister Incharge.”
Section 6: Inthe said rules, in rule 7, for sub-rule (2), the following shall be substituted, namely
