(1) No person shall be appointed to the Service, unless he is-
(a) a citizen of India ; or
(b)"a subject of the State of Pondicherry ; or
(c) a subject of Sikkin ; or
(d) a person of Indian origin, who has migrated from Pakistan ' with the intention of permanently settling in India
Provided that, subject to the issue of a certiticate of eligibil" in his favour. a subject of Nepal, or a Tibetan who e over to India before the first January, 1962, may also DE apponted to the Serrice:
Provided further that if he belongs to category (b) or (d). musi be a person in whose favour a certificate of eligibl has been given by the Government of India and i belongs to category (d) the certilicate of eligibility wi valid only lor a period of une year írom the date ot ni appointment beyond which he cun be retained in seronly il he has become a citizen of Indiä.

Provided that Government may, in special circumstances to be ecorded in writing. relax the upper age limit:
Provided further that in_the case of candidates belonging to Scheduled Castes, Scheduled Tribes and other Backward Classes the upper age-limit shall be such as may be fixed by Government from time to time.
