Gaz, (Extra), dated the 12th May, 2016] GOVERNMENT OF PUNJAB DEPARTMENT OF HOME(JAILS) oF (JAIL BRANCH) NOTIFICATION The 12th May, 2016 No. 1/187/2011-2JI752241/1.-ln exercise of the powers conferred by the proviso to article 309 of the Constitution of India, and all other powers enabling him in this behalf, the Governor of Punjab is pleased to make the following rules further to amend the Punjab Jails Department State Service (Class-Ill Executive) Rules, 1963, namely:- RULES I. (I) These rules may be called the Punjab Home (Jails) Department State Service (Class-Ill Executive) (Third Amendment) Rules, 2016.

(2) They shall come into force all and with effect from the date of its publication in the Official Gazette.

2. In the Punjab Jails Department State Service (Class-Ill Executive) Rules, 1963 (hereinafter referred to as the said rules) ,- In rule 7(1)

(i) sub-rule (5), shall be omitted;

(ii) in sub-rule (6), for the words" Head Warders 1IGrade/Gate-keepers", the words" Head Warders" shall be substituted;

(iii) sub-rule (7), shall be omitted; and '"

(iv) in sub-rule (8), for the words "Ordinary Grade Warders", the words "Warders" shall besubstituted and thereafter the following rules shall be inserted, namely- "(8-A)" In the case of Head Matrons, by promotion from amongst the Matron who have an experience of working as such-for a minimum period of five years". (8-B)The age limit for direct recruitment to the posts referred to Appendix 'A' for candidates belonging to Scheduled Castes/Backward Classes/ Scheduled Tribes categories shall be such as deterrn ined by Government of Punjab from time to time.

(2) In rules 8 after sub-rule (ii-b) the following shall be substituted namely :- (iii - b) Physical Standards Warders:- Minimum Height: 5 feet 7 inches 5 feet 4-1/2 inches in case of Dogras and Gurkhas. " . "1,-, Chest:- 33'unexpanded 34-112' expanded. Normal in both eyes (with or without spectacles) (must not be colour blind.) Vision:- I Matrons Minimum Height: 5 feet 3 inches Wcight:- 50 Kg and above 2 Vision:- Normal in both eyes with or without spectacles) I' (must not be colour blind.) Armourer Minimum Height: 5 feet 7 inches 5 feet 4-1/2 inches in case of Dogras and Gurkhas. Chest.- 33' unexpanded 34-112' expanded. Vision:- Normal in both eyes (with or without spectacles) (must not be colour blind.)" ..

3. In the said rules, for the words "Head Warders I Grade, Head Warders If Grade/Gate-keepers" and "Selection 'Grade Warders/Ordinary Grade Warders", wherever occurring, the words "Head Warder" and "Warder" shall, respectively, be substituted.

4. In the said rules in Appendix 'A', under the heading "SECTION-II WARDER STAFF",-

(i) serial No. (a), and the.entries relating thereto, shall be omitted;

(ii) for serial No. (b), and the entries relating thereto, the following shall be substituted, namely:- 2 3 4 5 6 7 "(b) Head 372+114= 10300- Superintendent By promotion ---------- Warder 486 34800+ Headquarters jails from amongst the ' . 'I." 3600= with the approval Warders, who have Initial Pay of Inspector- an experience of 14430/- General of Prisons working as such for a minimum period of five years."

(iii) serial No. (c), and the entries relating thereto, shall be omitted;

(iv) for serial No. (d), and the entries relating thereto, the following shall be substituted, namely:- Warder"(d) 1323 t 765 = 2088 10300- 34800+ 3200= Initial Pay 13500/- Superintendent Headquarters Jails with previous approval of the Government By direct recruitment, who have passed 10+2 or equivalent examination of any recognized Education Board with Punjabi as one of the compulsory or Elective subject or any other equivalent examination in Punjabi Language, as specified by the Government from time to time. physical standards Minimum Height: 5 feet 7 inches

(a) From 18 years to 25 years.

(b) In the case of candidates belonging to the following categories, upper age limit shall be as given against each:-

(i) Pensioned Soldiers of the Armed Forces- 40 years;

(ii) Men who have resigned from the Armed Forces after at least 3 years ) 3 ". 5 feet 4-1/2 inches in case of Dogras and Gurkhas. Chest:- 33' unexpanded 34-1/2'.expanded. Vision:- Normal in both eyes (with or without spectacles) (must not be colour blind.) -" service - 30 year~;

(iii) Men who have spent 5 years or more in the Police force-

(iv) Army Reserve men - 35 years." "(d-a) Head Matron 22+0= 22 10300- 34800+ 3600 = Initial Pay 14430/- Superintendent Headquarters Jail with the approval of Inspector- General of Prisons By promotion for amongst the Matrons, who have an experience of working as such for a minimum period of five years." " . "(e) Matron for serial No. (e), and the entries relating thereto, the following shall be substituted, namely:-(v) 54+40 =94 10300- 34800+ 3200= Initial Pay 13500/- \ Superintendent Headquarters Jails with previous approval of the Government. By direct recruitment, who have passed 10+2 or equivalent examination of any recognized Education Board with Punjabi as one of the compulsory or Elective subject or any other equivalent examination in Punjabi Language, as specified by the Government from time to time. Only women-can be recruited as Matron. Physical standards Minimum Hei2ht: 5 feet 3 inches Weight 50 Kg and above Vision:- Normal in both eyes (with or without spectacles) «a) From 18 years to 25 years.

(b) In the case of the candidates belonging to the following categories, the upper age limit shall be 35 years:-

(i) Widows;

(ii) Women who have legally separated from their husbands or have been divorced;

(iii) Women whose husbands have been ordered by Civil or Criminal Courts to pay maintenance to them;

(iv) Women who have because of their desertion have been living separately from their husbands for more than two years; 4 (must not be colour and blind.) (v) omitted;

(1) These rules may be called the Punjab Jails Department State Service (Class-ID-Executive) (First Amendment) Rules, 2021.

(2) They shall come into force on and with effect from the date of their publication in the Official Gazette.

2. In the Punjab Jails Department State Service (Class ill-Executive) Rules, 1963 (hereinafter referred to as the said.rules), in rule 8, after clause (ii), the fo1lowing clause shall be added, namely:- "(lii) he has successfully completed the Physical Efficiency Test for posts mentioned in clause (ii) of rule 8 in accordance with the critelia prescribed by the Government in the Department of Jails from time to time."

3. In the said rules, in Appendix 'A' , under the heading "SECTION II- WARDER STAFF", against serial Nos. (d), (e) and (f), under column 6, for the words and signs "By direct recruitment, who have passed 10+2 or equivalent examination from a recognized Education Board with Punjabi as ·one of the compulsory or Elective subject or any other equivalent examination in Punjabi language, as specified by the Government from time to time", the following words and signs shall be substituted, namely:- "By direct recruitment, who have passed 10+2 or equivalent examination from a recognized Education Board/University along with Punjabi as a compulsory or elective subject at Matriculation level, or any other equivalent examination in Punjabi language, which may be specified by the Government from time to time" D.K.
