If there is no quorum as laid down in Rule 11, the Chairman shall after waiting for one hour after the time fixed for the meeting of the Board adjourn the meeting of such hour on some other day as he may deem fit. A notice of such adjourned meeting shall be sent to every member of the Board and the business which would have been brought before the original meeting, has there been a quorum threat, shall be brought before the adjourned meeting and disposed of at such meeting, whether there by a quorum or not.
