1. WHEREAS, the Central Pollution Control Board (CPCB) has arescribed harmonization of classification of industrial sectors under Red / Orange / Green / White categories, based on their pollution Index score to ensure that the industry is established in a manner consistent with the environmental objectives and to prompt industrial sectors to adopt cleaner technologies, ultimately resulting in generation of no or minimum pollutants.
2. Whereas one of the objectives of the categorization of Industries by Central Pollution Control Board has been to facilitate self-assessment by industries 3, And Whereas, Punjab Pollution Control Board (the Board) has to formulate detailed guidelines and Standard Operating Procedures for various regulatory processes under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 4, And Whereas, the Board has published in year 2013 a consolidated document containing various notifications, orders and other instructions titled as Policy document of the Board
5. And Whereas, the 2013 Policy document of the Board containing 77 Annexures has been examined by the Government and it has been found that the same is voluminous, subjective, overlapping and difficult to comprehend and comply
6. And Whereas, the Board has deployed Online Consent Management System (OCMS) for online processing of the Applications but the same does not include all the processes and some of the processes are still continued manually as such it needs to be revamped Scanned by CamScanner

(i) That the Punjab Pollution Control Board shall prepare a simplified zero draft of 2013 policy document to remove all overlaps, complexities, minimize annexure and structure it in a manner so that both the regulators as well as regulated units, who are to comply with the regulations could easily comprehend the same to ensure compliance. The new Policy document must be finalized and notified before 31.12.2019 replacing the current policy.
(ii) That the Online Consent Management System (OCMS) of the Board shall be revamped to make it comprehensive particularly addressing the following requirements:
(a). No need to submit any physical copy of the application
(b). All payments to be made online
(c). No manual noting to be prepared and uploaded in the system as is presently being done and all the processes should be based on notified business rules and workflow driven
(d). All subsequent changes in the consent or otherwise found during the inspections shall be updated In the system and no separate manual or Page 2 of 3 Scanned by CamScanner eee oe oe ae electronic record to be kept.
(e). All inspection reports, notices Issued and action taken by the Competent Authority and orders passed shall be available online in OCMS system All the applications shall undergo validation check and other preliminary checks at the time of online submissions by incorporating the requisite checks in the OCMS system and if required helpdesks may be set up to support filing of the applications at the Head Office and at Regional Offices, thereafter the application shall either be accepted or rejected within the timelines prescribed but shall not be returned on any ground
(g). Integration of OCMS with BusinessFirst portal for seamless exchange and updation of information The Board shall complete the above changes in OCMS in a phased manner to be completed by 31.1.2020 in all respect.
(iii) That the Board shall jointly with Punjab State Council far Science and Technology ensure setting up of integrated dashboard for all the Realtime continuous monitoring systems installed by units by 31.12.2019 and the Board shall suitably reduce the frequency of inspections for the units having installed real time continuous monitoring system.
(iv) That the industries in Green and White category shall only be required to give intimation to the Board and a simplified online farm for intimation shall be developed by the Board by 30.11.2019, 12, Anditis further directed that the concerned authorities of the Board shall Personally be responsible to ensure meticulous compliance of the above directions and the progress of the same shall be reported to the Government every fortnight till compliance of the directions.
