(1) The following persons shall be entitled to vote by post
(a) Service voters defined in sub-section (5) of section 29;
(b) Electors covered under sub-section 7 of section 29;
(c) Voters subject to preventive detention;
(d) Public servants on election duty.
(2) An elector covered under sub-rule (1) above, who wishes to vote by post shall send intimation in this regard to the Returning Officer in Form 30 for the supply of postal ballot paper at least fifteen days before the date fixed for poll.
(3) The form and the language of postal ballot papers shall be such as the Commission may direct.
(4) The Returning Officer shall send postal ballot paper to the electors who have applied under subrule (2) by post under certificate of posting at least ten days before e date of poll except that in the case of public servants on election duty, these can also be delivered to them against personal acknowledgement on proper identification.
(5) The elector shall mark his choice on the postal ballot paper, complete such other formalities as may be necessary according to the directions sent with the ballot paper and return the ballot paper to the Returning Officer so as to reach him before the hour fixed for close of poll at the polling stations.
(6) The Returning Officer shall make a note about issue of postal ballot papers against the name of the elector on the marked copy of the electoral roll.
