An elector who has inadvertantly spoilt his ballot paper in such a way that it cannot conveniently be used as a ballot paper, may, on delivering it to the Presiding Officer and satisfying him of his inadvertence, obtain another ballot-paper in place of the spoilt ballot paper and the latter shall be marked as "Cancelled". All such votes shall be put in a separate packet marked "Cancelled Votes".
66, Recording of votes of infirm electors.- (1) If the Presiding Officer is satisfied that owing to blindness, old age or other physical infirmity an elector is unable to recognise the symbol on the ballot paper or to insert the ballot paper in the ballot box, the Presiding Officer shall permit the elector to take with him a companion of not less than eighteen years of age to the voting compartment for marking and putting the ballot-paper into the ballot box on his behalf and in accordance with his wishes.
(2) No person shall be permitted to act as the companion of more than one elector at any polling station on the same day.
(3) The Presiding Officer shall keep a brief record of all such instances without indicating the manner in which the votes have been cast in Form 32-A.
