It shall not he enough merely to state that the journey was official.
(2) When more 1lrnn one officer ln. 1el together in a vehicle, the senior-most officer shall make entries in the log book.
(J) If any officer fail\ or refuses to indicate the paniculars of 1he journey undcnaken by him, this fac! should be rcponed immediately by !he driver of the vehicle to the Controlling Officer.

I 02. Restrictions on the use of vehicles.--{ I) The vehicles are intended for the use ofbonafidc official duty wi!hin thejurisdic1ion of the Panchaya1 Samiti or the Zila Parishad. as the case may be. Vehicles shall not be used for joumcys outside lhl: j11risdic1ion of the Panchayal Samiti or the Zita Parishad, as the case may be, wi1hou11hc previous sanciion of!hc Cl.)mpetent authorities mentioned in a schedule below;

(3) Vehicles of the Panchayat Samiti or the Zila Parishad may be used by non-officials members (Elected represen!ative of the Panchayat Samiti or the Zila Parishad) as per orders issued by the Government.from time to time.
I 03. Conditions for use of vehicles.-{ l) Tn addition to the Chairpersons Sct·tions 143, 193 of the Panchayat Samitis or the Zila Parishads, the following authorities are and 225 entitled for use of vehicles:·
(a) the Chairperson of the Standing.Committees of the Panchayat Samitis or the Zi la Parishads,
(b) the Deputy Chief Executive Officer of the Zila Parishad;
(c) 'the Executive Otlicer of the Panchayat Samiti; and
(d) any other officer/official authorized by the Executive Officer of the Panchayat Samiti or the Chief Executive Officer of the Zila Parishad, as the case may be. The use of vehicles shall be subject to the following conditions:-
(i) the vehicles shall be used primarily for inspection of development works and other activities of the Panchayat Samiti or the Zila l.'arishad; and
(ii) the vehicle shall not be used for journey from residence to the office and vice versa:
Provided that whenever any case of ser;ous sickness within the area of the Panchayat Samiti is reported and no ambwlance is made available by the hospital for carrying the patient from the village to the hospital, the vehicle may be detailed for such purpose on payment of charges at the rate as determined by the State Governm~nt from time to time.
