(ii) Such review is particularly necessary in the following types of cases:

Persons admitted on score of old age or infirmity, in order to ascertain whether they really fulfil, or continue to fulfil, the conditions prescribed for admission.

Persons admitted as hard cases, e.g. deserted wives in order to ascertain the light of any new facts or conditions whether they are still deserving of maintenance at Government expense.

(iii) Inmates having sons or other near relatives.

13. Deposits in Post Offices, or Bank Saving Accounts- Wherever possible, li inmates shall be encouraged to deposit a portion of their wages in savings accounts to J the opened in the names.

14. Utilization of amounts recovered as fmes - Amounts realised as fines may be used for purpose of awarding p~zes to thos~ who show .~mark.able progress i]~ training or to other exceptionally deserving cases. !

15. Duties of staff- The staff in a Home or Infi·mary shall be expected to d t all such work as may be allotted to them in the interests of the Institutions and t~f If inmates. , 1 1

16. Control over senior posts* - The creation of posts carrying scales of pk exceeding Rs. 250/- p.m. shall require the approval of the Central Government. ~~

17. Leave to St.aff4' - Leave carmot be claimed as a matter of right suhjec exigencies of service, it may be allowed on scales approved by the Managem subject to the following maximum limits in each calendar year:

Casual Leave- Upto 15 days; Privilege Leave on full pay upto 30 . - ~ ·- - - - Sick ~ave on ha!f pay upto 20 days. ·

18. Control over expenditure -The Management shall take all steps to e· all possible economy consistent with efficiency and shall also the same car' vigilance in incurring expenditure as a many of possib]e would do with hi ~ money. In order that the Government grant may be used to the best advantage · benefit and ultimate rehabilitation of inmates, unnt'cessary administrative expe shall be scrupulously avoided.
