STATE SEED CERTIFICATION AUTHORITY In the matter of the Societies Registration Act ( Act XXI of 1960 ) being an Act for the registration of Literary, Scientific and Charitable Societies.

And In the matter of State Seed Certification Authority.

1. The name of the Society shall be the Punjab State Seed Certification Authority ( hereinafter referred to as the ‘Authority’ ). It will be non-profit making body.

2. The registered office of the Authority shall be situated at such a place as the State Seed Certification Governing Board may decide from time to time. Its office at present will be located at Chandigarh but its area of operation will be the whole of the State.

The objects for which the Authority is established are:- a) to act as the Certification Authority established under Section 8 of the Seed Act 1966 ( 54 of 1966 ).

b) To discharge the functions entrusted to the Certification Authority established under Section 9 and 10 of the Seed Act 1966 ( 54 of 1966 ).

c) Diffusion of scientific knowledge regarding standardization of seed according to the national/International standards.

d) To recognize varieties (and kinds where improved varieties are not available eligible for seed certification and publish annually lists indicating the names of such varieties and kinds.

e) To maintain a list of sources of breeder and foundation seed approved by the Central Seed Certification Board in the case of variety grown in more than one State and by the State Seed Certification Board in the case of varieties of local importance.

f) To verify upon receipt of an application for certification that the variety is eligible for certification the application has been submitted in accordance with the procedure prescribed by the State Seed Certification Governing Board and that the source of seed used for planting is from approved sources.

g) To provide for the inspection of Seed fields, seed processing plants and seed lots in accordance with the procedures outlined by the Central Seed Certification Board.

h) To ensure that the seed certified in the State conform to the standards prescribed by the Central Seed Certification Board.

i) To grant certificates, certified tags and seals etc. designed as per specifications provided by the Central Seed Certification Board and as per procedure prescribed by the State Seed Certification Governing Board.

j) To carry out educational programmes designed to promote the use of certified seed including a publication listing cooperators in the seed certification programme and sources of certified seed and provide such information to the Central Seed Certification Board and to publicize the same.

3. The names, addresses and occupations of the first members of the State Seed Certification Governing Board, to whom, by the rules and regulations of the Authority, the management of the Authority’s affairs is entrusted are given below:- Name & Address Occupation 1 Shri Paramjit Singh, IAS, Govt. Service Chairman Chairman, Secretary to the Govt. Of Punjab, Chandigarh .

2. Shri Pritam Singh , Govt. Service Member Director of Agriculture or his nominee to the Board.

3 Shri J.P.Gupta IAS, O.S.D. Govt. Service Member (Seed Project) Punjab, Chandigarh.

4 Dr. J.C.Bakshi, Director of Research University Service Member Pb. Agricultural University, Ludhiana.

5 Dr. K.S.Gill, Professor of Plant Breeding -do- Member Pb. Agricultural University, Ludhiana.

6. Dr. J.S.Chohan -do- Member Professor of Plant Pathology, Pb. Agricultural University, Ludhiana.

In addition to the above, the following would also be members of the Board who will be nominated by the State/Central Government.

7 Seeds men (Two) or representatives of State Member Seed Association (Nominated) by the State Govt.

8 Seed Growers (Two) nominated by the State Govt. Member

9. Representative of the Central Seed Certification Board. Member 10 Director Seed Certification, Chandigarh Member Secretary A copy of the Rules of the Authority certified to be a correct copy by three members of the Board is filled along with the Memorandum of Association.

We, the several persons whose names and addressed are given below, having associated ourselves for the purpose described in the Memorandum of Association, do hereby subscribe our names to this Memorandum of Association and set our several and respective hands hereunto and and form ourselves into a Society under Act XXI of 1860 of this.
