2. AIMS AND OBJECTIVES OF THE STATE MEDICINAL PLANTS BOARD
1. To look after the formulation of policy and maintain overall coordination aimed at developing the medicinal plants sector.
2. To harness the Export Potential which is growing in terms of the need for Raw Drugs, Herbal Medicines, Cosmetics, Toiletries, Pharmaceuticals.
3. To expand the scope of cultivation of medicinal plants in the state.
3. FUNCTIONS OF THE STATE MEDICINAL PLANTS BOARD i) Assessment of demand/supply positions relating to medicinal plants both within the country and abroad. ii) Consult concerned Ministries/Department/Organizations/State/UT Governments on policy matters relating to schemes and programmes for development of medicinal plants. iii) Provide guidance in ther formaulation of proposals, schemes and rpogrammes etc. to be taken up by agencies haveing access to land for cultivation and infrastructure for collection, storage and transportation of medicinal plants. iv) Identificatioins, inventorisation and quantification of medicinal plants. v) promotion of cultivation and coservation of medicinal plants. vi) Promation of co-operative efforts among collectors and growers and assisting them to store, transport and market their produce effectively. vii) Setting up of data-base system for inventorisation, dissemination of inforation and facilitating the prevention of patents being obtained for medicinal use of plants which information is in the public domain. viii) Matters relating to import/export of raw material, as well as value added products either as medicine, food supplement or as herbal cosmetics including adoption of bettter techniques for marketing of produce to increase theri reputtion of quality and reliability within the country and aboard. ix) Undertaking and awarding of studies leading to scientific, technological research and promoting cost-effective proacitres for the development of medicinal plants. x) Development of protocols for cultivation and quality control. xi) Encouraging the protection of Patient Rights and IPR.
4. The Head Quarter of the Board will be at Chandigarh.
5. The Board shall meet at least once in a year.

Promotion of cooperative efforts among collectors and growers and assisting them to store transport and market their produce effectively. VII. Setting up data base system for inventorisation, dissemination of information and facilitating the prevention of patients being obtained for medicinal use of plant which information is in public domain VIII. Matter relating to import/ export of raw material, as well as value added product either as medicine, food supplement or as herbal cosmetic including adoption of better techniques for marketing of produce to increase their reputation for quality and reliability within the country and abroad. IX. Undertaking and awarding of studies leading to scientific technological research and promoting cost-effective practices for growth and development of medicinal plants. X. 4. Executive Committee: For the implementation and monitoring of the decisions of the Governing Body of the Board, shall be an Executive Committee consisting of the following: I. Chairman Principal Secretary, Health and Family Welfare, Punjab II. Member Vice-Chancellor, PAU, Ludhiana or his representative III. Member Chief Conservation of forests, Punjab or his representative IV. Member Director, Horticulture, Punjab V. Member Director, Ayurveda, Punjab
5. The Head Quarter of the Board will be at Chandigarh.
6. The Board shall meet at least once in a year.
7. The Board shall be an independent legal entity and may sure or may sued in the name Chief Executive or any office bearer so authorized.
8. The Board shall be a body corporate having perpetual succession. It may acquire or dispose f any property. belonging to the board, shall be referred to as to the property of e board.
9. Power and Functions of theExecutivr Committee : I. The Executive Committee will meet atleast once in a quarter and will formulate its own procedure for conducting business in the meetings and keeping record of the same. II. The Executive Committee will exercise all such power as are delegated to it by the Governing Body from time to time and will be responsible to perform, inter alia, the following Functions :
(a) Implementation of decisions of the Governing Body.
(b) Planning, approving and monitoring of the projects.
(c) Prescribing terms and conditions governing the appointment of the staff.
(d) Creation of posts
(e) Approval of Annual Budget.
(f) Approval of Annual accounts.
10. Functions and powers of the office bearers:
(i) Chairman The Chairman of the Governing Body Shall have the following power and duties:
(a) The preside over all the meetings of the board of Directors.
(b) To exercise the right to casting votes in the event of equality of votes on any issue in the meeting of the Board of Directors.
(c) To sign the proceedings of the meeting of the Board of Directors.
(d) To have a right to seek information from Member Secretary/ Chief Executive of the PSMPB from relating to performance of the Board and its functioning including the information relating to financial matters.

(ii) Vice Chairman:
(a) To act as Chairman of the meeting of the Governing body in case Chairman is not present within 15 minutes after the time appointed for holding the meeting or though present he is unwilling to act as Chairman.
(b) Any other authority delegated by the Governing Body.
(iii) Chief Executive: Chairman, Executive Committee will be the Chief Executive of the Board. He shall be the main implementing officer of the Board. Subject to the general superintendence, director and control of the Governing Body and such general or special instruction that the Governing Body may down, he shall be responsible for:
(a) Convening meetings of the governing Body.
(b) To be the appointing authority in case of employees of category A.
(c) To be the appellate authority in case of employees of category B.
(d) To exercise administrative, Financial and budgetary control.
(e) To sign the annual accounts of the Board.
(f) Maintenance of records.
(g) Communication withall behalf of the Board.
(h) He shell Formulate, co-ordinate and supervise all the projects of Board to ensure their successful completion and implementation.
12. Expert Committees: The Board may constitute expect committees for different function from time to time and prescribe their terms, Condition and terms of reference.
13. Funds of the board : The funds of the board shall consist of the following:
(a) Grants/Loans received from State and Central Government,
(b) Donations and loan from person or bodies who may or may not became member.
(c) Income from investments, and
(d) Income from other sources. The funds of the Board shall be utilized for achieving the objection of the Board, meeting office expenses, contingencies and other expenses necessary for the running the function of the Board.
14. Account: The Board shall keep at its registered office, adequate and proper books of accounts according double entry system of accounting in which the following shall be entered accurately:
(a) All sums of money received and the source there of and all sums of money send by Board and object or purposes for which sums are expended.
(b) The Board’s Assets and liabilities.
15. Audit:
(i) The accounts of the Board shall be audited by a firm of Chartered Accountants appointed by the governing Body.
(ii) Fee of the Auditors will be fixed by the Governing Body.
16. Staffing: The Board will not make any regular recruitment of staff. It will hire only the service of the required either on contract or on deputation from Government Department/Corporations/Boards.
