2. Definitions—In rhese rules, unless the conteXt ofherwise Tequites,— (8} “Act” means the Indian Veterinary Council Act, 1984;

(d) “Elector™ means 2 person whose name is entered in the Electoral Rolls published under rules 4 pnd 5

(e) “Form™ means 2 Form appeaded to these rules;

(F) “Government” means the Government of the State of Punjab in the Department of Animal Hushandry and Fisherigs;

(g) “Punjab Council” means the Punjab State Yetorinary Council established under sectinn 32 and inchudes a Joim Btate Veterinary Council established in} sccordance with an agreement upder section 33;

(b) “Registrar ™" means the Registrar of the' Fungb State Veteri- nary Council appoirted under scelion 42;

(l)y Publication of ¥inal Electoral Rolls— After the claims and objections, if any, are disposed of under rules 7, the Registrar shall preparc a list of amendmen!s fo be carried nut and_also amendments o carry out any clerical or printing error and other inaccuracies in the rolls spbsequently discovered or broughtio his notice.

(2) The Registiar shall publish the 1olls fogether with the list of amendments referred to in sub-rule (1) by making & complere copy thercof available for inspection by displying at the office of the Punjab Council and on other places asspecified in rule 5.

(3) On_such publication, the rolls together with the list of amendments shell be the electoral rolls of persons who may elect 1he members of the Punjab Council under clause(a) of sub secrion (1) of section 32,

(4) A copy of the roll together with the list of amendmerts published under sub rule(2) shall be sent by the Registrer 1o the Siate Goverrment,

9. Retorning Officer snd Assistant Retrrnieg Officers—(1) The State Government shall, afier the receipt of o copy of the Electoral Rolls published under sub-rule(2) of rule 8, designate or nominate an officer of the State Government ‘o be @ Returning Officer.

Provided that no Assistant Reurtrning Officer - shall perform any of the functions of the Returning Officer which relates to the issue of vating papers, counting of voting papers and declaration of results of clection.

" 10, Appointment of dates for nmomination—(1) The Returni Officer shall by notification inthe Oficial Gazelte or im such ofher manner as isdeemed fit appoint,— . (c) the last date for withdrawl of candidature, which shell be the second day after the date for scrutiny of nomination or, if thatday is a fpublic holiday, the next succeeding day which is not & public holiday;

11. Presentation of nomination paper and requirement for valid .

15. Publication of the list of cantesting candidtes.—(1\ Tmamcdiately after the expiry of the periad of withdrawal of candidaturg, the Returning Officer. shall repare and publisha list of candidates who are found o he validly nominated amd have not withdrawn their candidatvres as contesting candidates. i

(2) The said list shall comtain the namein slphabetics] orcer and the addresses of the contesting candidates as given in the nemination paners.

3) The said list shall be given due publicity n such manner as the Returning Oficer may deem fit,

16. Pfli—fl] If the number of duly nominated 'eendidates for elec. ondoes not exceed the number of members to be elected, the Returning Oficer shall forth-withdeclare such candidates to be duly elected,

(2) If the mumber of such candidates exoceds the number of members to be elected, the Returning Officer shall, conduct the election.

'17. Polling at a Polling Station.—(1) The Relurning Officer sha)| identify five placesinthe State for the conduct of the elections. He shall also specify the names of districts which shall he attached to each Polling Station along with the list of electors who are fo cast their votes at such Polling Station. The clectors shall present themselves in person to cost their voles atthe Polling Stetion. The place, date and time of the polling would also be published well in time, " The elector shallreccive Form W1 to be marked by Rim there 2nd then onthe dayand place of pollig to cost his vole on the production of identity card issued to him by his controlling Officer or by the concerned Deputy Directors, Animal Husbandry, Incharge of the darict (by whatever name called) where the office of clector is located or he resides.

(2) The Assistant Returning Officer and Returning Officer shall permit eandidatesand their duly 2uthorised agentsto be personally present at the time of polling 2nd counting of votes respectively, if Hey 5o desire.

19. (4) The Rewrning Officer shall, as'soon us, the result is declared, inform each successful candidate of his being elected on the Punjab Council.

PART 1V PROCEDURE FOR TRANSACTION OF BUSIN PUNJAB COUNCIL £S5 OF g 24, Time and place of business —(J) The business mect;

(5) The minutes of every meeting cther than a special meeting, aalled under sub-rule (3) shall be despatciud by the Registiar by hand or by post to every member of the Punjnb Council not [ater than fifteen days after the said mecting.

(i) If a policy assigned to the President ofthe Punjab Couneil, matures before the subscriber quites the service, the suscriber shall pay to the fund the wholeor any amount withdrawn (with interest accrued thereon) from the fund for premium payments.

The following procedure shall be observed with regard t o assignment of Lifc Insurance Policies. — liey shall be diverfed tothe Presidont of the Punjab Council within three months of withcrewl of eny sum for the purpese of making premium payments end it shell be accompanied by a certificate from the subscriber to the effect th at no prior assignment of the policy exists. The Chairman shall also satisfy independenily of the fact by direct reference to the Insurance Compan y.

Provided that if such ithi if 11 ] payment cannot be made within onc year, it the amount at the credit of the subscriber’s Contributory Provident Fund Account is Tugces ten, or less, or within three years, if such amount is more than ten rupees, the Punjab Council shall withdraw such amount and Credit it to the current accuont of its own.

(4) When an account is closed under the provision of this rule a line shall be drawn in red ink across the page below the last entry i1 the Contributory Provident Fund Ledger Account and the number and date of voucher with which the amount at the credit of the account is deposited in the Saving Bank shall be recorded below the line.

11. Recovery of Arrears—Notwithstanding anything ccntained in rule 10 cf the Contributory Provident Fund Rule:, if any sum is due from a sub scriber to the Punjab Council at the time when t}e account is closed, the Punjab council may deduct the amount of such sum before making the payment under rule 10, .
