Explanation: Secretary to the Govt. incharge means the Secretary to the Govt. Incharge of a department and includes as additional Chief Secretary and Principal Secretary whom he is in-charge of the department. (3) The term of the office of the members of the Board other than the Ex-officio members shall be two years. (4) No action or proceedings of the Board shall be invalid merely on the ground of the existence of any vacancy or defect in the constitution of the Board. (5) One third of the members of the Board shall form quorum at a meeting of the Board provided that if a meeting of the Board is adjourned for want of quorum, no quorum shall be necessary at the next meeting called for transaction of the same business. (6) The members of the Board other than the officers of the University shall not be entitled to any remuneration for the performance of their functions under this Act except such daily and traveling allowances as may be prescribed. (7) No officer or other employee of the University shall be eligible to be a member of the board under clause (vii) to (xi) of sub-section (2). (8) The Board for the purpose of consultation may invite any person having experience or special knowledge on any subject under consideration to attend its meeting and such person may speak or otherwise take part in the proceedings of such meeting but shall not be entitled to vote, however he/she shall be entitled to such allowances for attending the meeting as may be prescribed. (9) Normally the Board shall on dates to be fixed by the Vice-Chancellor meet once in every three months, however, Vice-Chancellor may, whenever he/she thinks fit and shall, upon the requisition in writing signed by not less than five members of the Board convene a special meeting of the Board.
