(1) Any person seeking permission to take the Bovine Animal outside the State, for the participation in the cattle fair under subsection (7) of section 5 of the Act shall apply in Form-3 to the Competent Authority.
(2) On receipt of the application in Form-3 the Competent Authority shall ensure that such export in no way reduces the number of such Bovine Animal below the actual requirement of the local area.
(3) After satisfying about the genuineness of the application the Competent Authority may issue orders to the concerned Veterinary Officer to examine the health of the Bovine Animal and affix permanent identification mark over the body of such Bovine Animal.

(4) The Veterinary Officer shall issue certificate in Form-4 and affix permanent identification mark over the body of Bovine Animal.
(5) The Competent Authority after satisfying itself about the genuineness of the request of the applicant may issue special permit in Form-7 for participation in Cattle Fair.
(6) The Cattle owner, after the cattle fair, on his return shall inform the Competent Authority in Form-8 about number of Bovine Animals brought back by him together with proof for variation, if any.
6.The transporter before loading of Bovine Animals shall verify that the valid special permit has been issued for these animals under section 5 of the Act, falling which he shall be liable to be punished under section 8 of the Act.
7. The person incharge of the Bovine Animals shall carry with him a valid permit for migration or valid special permit for export of Bovine Animals while carrying them outside the State.
