The State Government may by order in writing exempt subject to such conditions and restrictions as it may impose, any cinematograph exhibitions or class of cinematograph exhibitions from any of the provisions of this Act or any rules made thereunder [if in the opinion of the State Government reasonable grounds exist for doing so.]
