Section 3: Establishment and constitution of the Rajasthan Coaching Centres (Control and Regulation) Authority

The Rajasthan Coaching Centers ( Control and Regulation) Act, 2025State Act of Rajasthan · Act 16 of 2025

(1) After the commencement of this Act, the State Government shall, by notification in the Official Gazette, establish and constitute for the purpose of this Act, an Authority, to be called the Rajasthan Coaching Centres (Control and Regulation) Authority.

(2) The Authority shall consist of the following, namely:- 484 राजस् थान राज-पत्र, सितम बर 26, 2025 भाग 4 (क½

(i) Secretary in-charge, Department of Higher Education - Ex-officio Chairman;

(ii) Secretary in-charge, Department of School Education or his nominee not below the rank of Joint Secretary - Ex-officio Member;

(iii) Secretary in-charge, Department of Technical Education or his nominee not below the rank of Joint Secretary - Ex-officio Member;

(iv) Secretary in-charge, Department of Medical Education or his nominee not below the rank of Joint Secretary - Ex-officio Member;

(v) Director General of Police or his nominee not below the rank of Deputy Inspector General of Police - Ex-officio Member;

(vi) Commissioner, College Education - Ex-officio Member;

(vii) Director, Local Bodies, Jaipur - Ex-officio Member;

(viii) a Psychiatrist from Government Hospital to be nominated by the Principal Secretary, Medical and Health Department - Member;

(ix) an officer of Rajasthan Accounts Service, not below the rank of Accounts Officer nominated by the Secretary, Finance Department - Member;

(x) two representatives from coaching centres nominated by the Chairman of Authority - Members;

(xi) two representatives from student’s parent society nominated by the Chairman of Authority - Members; and

(xii) Joint Secretary, Department of Higher Education - Ex-officio Member- Secretary.

Explanation.- For the purposes of this sub-section, the expression “Secretary incharge” means the Secretary to the Government in-charge of a department and includes an Additional Chief Secretary and a Principal Secretary when he is in-charge of that department.

(3) The Authority shall be a body corporate by the name aforesaid, having perpetual succession and a common seal, with power, subject to the provisions of this Act, to acquire, hold and dispose of property, both movable and immovable, and to contract and may, by the said name, sue or be sued.

(4) The term of nominated non-government members shall be one year.

(5) The allowances of nominated non-government members shall be such as may be prescribed.

(6) The headquarters of the Authority shall be at Jaipur.
