- The following matters shall be governed by rules, namely: - (a) the authority on which money may be paid from the district fund: (b) the conditions on which property may be acquired by a Board or on which the property vested in a Board may be transferred by sale, mortgage, lease, exchange or otherwise; and (c) any other matter relating to the fund or property of a Board in respect of which the Act makes no provision or insufficient provision and provision is, in the opinion of the State Government, necessary.
