1. Short title and commencement.- (1) These rules may be called the Rajasthan Fighters of Democracy Honour Rules, 2026.
(2) They shall come into force with immediate effect.
2. Definitions.- (1) In these rules unless the context otherwise requires,-
(i) "Act" means the Rajasthan Fighters of Democracy Honour Act, 2024 (Act No. 9 of 2025);
(ii) "Committee" means Committee specified in rule 5 of these rules;
(ili) "Form" means form appended to these rules;
(iv) "Section" means section of the Act; and
(v) "State Government" means the Government of Rajasthan.
(2) Words and expressions used but not defined in these rules, shall have the same meaning as assigned to them in the Act.
3. Honour money, Medical Assistance and Free Transport facility.- (1) The following honour money, medical assistance and free transport facility shall be provided to the eligible fighters of democracy under the Act, namely:-
(i) honour money rupees twenty thousand per month;
(i) medical assistance rupees four thousand per month; and
(iii) free transport facility in local and express buses of the Rajasthan State Roadways Transport Corporation.
(2) In case of death of the fighters of democracy, his/her spouse shall get honour money and medical assistance as specified in clause (i) and (ii) of sub-rule (1) above.
4. Application.- (1) For sanction of Honour money, Medical Assistance and Free Transport facility under the Act, the eligible fighters of democracy may submit an application in Form-I along with a certificate in support of his detention in jail or in police station for political or social reason given by the Superintendent of Jail or the Superintendent of Police, as the case may be and an affidavit to the effect that he/she is not receiving pension or honour money from any other State or District. However where official record related to detention is not available, the applicant’s own affidavit and certificate as specified in sub-section (3) of section 6 of the Act, shall be accepted:
Provided that the fighters of democracy in whose favour pension payment orders were issued under the Rajasthan Lok Tantra Senani Samman Nidhi Rules, 2008 shall not require to submit fresh application under these rules.
(2) In case of death of the fighter of democracy, his/her spouse may submit an application in Form-II along with copy of marriage certificate or any other proof evidencing that he/she is husband or wife of deceased fighter of democracy, death certificate and copy of sanction order of honour money, medical assistance and free transport facility under the Act or rules repealed by the Act in favour of deceased fighter of democracy, within time specified in sub- 555 JSTEAH J-99, STl 28, 2026 AT 4(7T) section (2) of section 8 of the Act, for sanction of honour money and medical assistance under the Act.
5. Committee and its functions.- (1) There shall be a committee in every district to scrutinise the applications received for sanction of honour money, medical assistance and free transport facility under the Act. The Committee shall consist of the following, namely:- S. No. Officer Designation

(2) On receipt of an application under rule 4 of these rules, the committee shall scrutinise the application and make recommendation about eligibility or ineligibility of applicant to the District Magistrate.
(3) The District Magistrate, after considering the recommendation of committee, may issue sanction or rejection order of honour money, medical assistance and free transport facility under the Act.
(4) The District Magistrate shall issue an identity card in Form-III to a fighter of democracy in whose favour sanction order issued under sub-rule (3). An identity card issued under the Rajasthan Lok Tantra Senani Samman Nidhi Rules, 2008 shall be deemed to have been issued under these rules.
(5) Any person aggrieved by the order issued by the District Magistrate under sub-rule (3), may submit a representation in Form-IV to the State Government within thirty days from the date of such order.
(6) The fighters of democracy, who are receiving pension and medical assistance as per notification number P.9 (1) Sa.Pra.Vi./6/2023 dated 14.03.2024, shall get honour money, medical assistance and free transport facility from the date of commencement of these rules.
