राजस्थान रराज्र विशेष ांक RAJASTHAN GAZETTE Extraordinary स धिक र प्रक शशत Published by Authority चैत्र 13, गरुूवार, शाके 1947- अप्रेल 03, 2025 Chaitra 13, Thursday, Saka 1947- April 03, 2025 भाग 4 (ग) उप-खण् ड (I) राज् य रराार थाा अ् य राज् य-प्राधिााररयों द्वारा जारी काये गये (रामा् य देेोंों उप- ववधियों ददे ाो रम्ममललथ ारथे हुए) रामा् य ााूनू िूयम। Food and Civil Supplies Department Notification Jaipur, April 2, 2025 G.S.R.07 -Whereas the draft of the Rajasthan Food Security (Draft Amendment) Rules, 2025, amending the Rajasthan Food Security Rules, 2023, in exercise of the powers conferred by section 40 of the National Food Security Act, 2013 (Central Act No. 20 of 2013) was published as required by sub-section (1) of section 40 of the said Act, in the Rajasthan Gazette Extraordinary part 4 (ga), dated 05-03-2025 inviting objections and suggestions from all persons likely to be affected thereby before the expiry of fifteen days from the date on which the copies of the said notification as published in Rajasthan Gazette were made available to the public; And whereas, copies of the said notification were made available to the public on 05- 03-2025; And whereas, no objection and suggestion received on the said Draft Rules; Now, therefore, in exercise of the powers conferred by section 40 of the National Food Security Act, 2013 (Central Act No. 20 of 2013), the State Government hereby makes the following rules to amend the Rajasthan Food Security Rules, 2023, namely:-

1. Short title and commencement.- (1) These rules may be called the Rajasthan Food Security (Amendment) Rules, 2025.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. Amendment of rule 3.- In sub-rule (5) of rule 3 of the Rajasthan Food Security Rules, 2023, hereinafter referred to as the said rules, at the end, the following shall be added, namely:- “The District Collector may, at any time either suo moto or on an application, after considering inclusion and exclusion criteria laid down in Schedule-I, pass an appropriate order for inclusion or exclusion of any household or member thereof, as the case may be, in or from the list.”

3. Amendment of Schedule-I.- In Schedule-I appended to the said rules, under the head Exclusion Priority Categories, after the existing serial number 7 and entries thereto, the following new serial number 8 and entries thereto shall be added, namely:- “

Beneficiaries, except Beneficiary having age upto ten years or above seventy years Beneficiaries, except Beneficiary having age upto ten years or above seventy years 12 राजस्ााू राज-पत्र अप्रेल 03 2025 भाग 4 (ग) or Beneficiary belonging to e-KYC exempted category, who have not completed their e-KYC upto 31st December, 2024 or within three months from the date of inclusion of his name in the list, whichever is later. or Beneficiary belonging to e-KYC exempted category, who have not completed their e-KYC upto 31st December, 2024 or within three months from the date of inclusion of his name in the list, whichever is later. “

4. Substitution of Form-1.- The existing Form-1 appended to the said rules shall be substituted by the following, namely:- “Form-1 [see rule 3(3)] Appeal Application Form for inclusion in the Priority Household list National Food Security Act, 2013 (Appeal may be rejected in the absence of documentary evidence for inclusion Criteria) To, Appellate Authority, ……………………………. I hereby apply for inclusion in list of eligible priority households under the Rajasthan Food Security Rules, 2021. The required particulars are given hereunder:

5. The benefits of food security shall be provided to such households which are not included in the above schemes and are included in the following schemes/classes- A. Mukhya Mantri Vriddhajan Samman Yojana. B. Indira Gandhi National Old Age Pension Scheme. C. Mukhya Mantri Ekal Nari Yojana. D. Indira Gandhi National Widow Pension Scheme. E. Mukhya Mantri Vishesh Yogyajan Samman Pension Yojana. F. Indira Gandhi National Disablity Pension Scheme. G. Mukhya Mantri Nirshrit Punarwas Yojna. H. Sahariya and Kathodi tribal households. I. Legally free bonded labor households. J. Senior citizens who have independent ration card and their age is within the prescribed age limit of the pension scheme by the Department of Social Justice and Empowerment, provided they do not fall under the exclusion (not eligible) conditions. The benefits of food security shall be provided to such households which are not included in the above schemes and are included in the following schemes/classes- A. Mukhya Mantri Vriddhajan Samman Yojana. B. Indira Gandhi National Old Age Pension Scheme. C. Mukhya Mantri Ekal Nari Yojana. D. Indira Gandhi National Widow Pension Scheme. E. Mukhya Mantri Nirshrit Punarwas Yojna. I. Sahariya and Kathodi tribal households. J. Legally free bonded labor households. K. Landless Farmers. L. Marginal Farmer. M. Senior citizens who have independent ration card and their age is within the prescribed age limit of the pension scheme by the Department of Social Justice and Empowerment, provided they do not fall under the exclusion (not eligible) conditions.

5. Households having pucca residential / commercial premises constructed in an area of more than 1500 sq. ft. in area of Municipal Board. (other than Kucchi Basti). Households having income limit above Rs. one lakh per annum.
