Notwithstanding any thing to the contrary' contained in any law for the time being in force but subject to the provisions of this Act, the Gram Sabha shall have the power to lease any land forming part of the land pool, if the same has not been allotted to any person as herein before provided, on such terms and conditions as it thinks fit, and the lessee shall not have, and shall not be entitled to claim any rights in relation to such land except as are provided under the terms of the lease.
