Every District Magistrate shall forthwith require the Superintendent of Police of his district to prepare and submit within six months of the commencement of these rules, the list of habitual offenders (within such district) [---] and to state in respect of each habitual offenders entered in such list whether any further information in relation to him is necessary for the purposes of preparing the register. The list shall be in form No. 2.
