(1) With the object, of consolidating holdings in any area for the purpose of better cultivation of lands therein, the State Government may, of its own motion or on application made in this behalf, declare, by notification in the Official Gazette and by publication in the prescribed manner, in the area concerned, its intention to make a scheme for the consolidation of holdings in such area. (2) On such publication in the area concerned, the State Government may appoint a consolidation officer, who shall, after consulting in the prescribed manner the landholders and tenants in such area, prepare a scheme for the consolidation of holdings in such area or any part thereof: Provided that if the land owner making the application under subsection (1) submit a scheme of consolidation of holdings mutually agreed to, the consolidation officer shall, in the manner prescribed, examine it and if necessary modify it.
