Section 14: Delegation by Chairman of his powers and duties to Vice-Chairman

(1) The Chairman may empower, by general or special order, the Vice-Chairman to exercise under his control any one or more of his powers, duties or functions.
(2) An order by the Chairman under sub-section (1) may lay down any conditions, and impose any restrictions, in respect of the exercise of any power, the performance of any duty or the discharge of any function by the Vice-Chairman.
(3) In particular, such order may lay down the condition that any order by a Vice-Chairman in the exercise of a power conferred on him by sub-section (1) shall be liable to rescission or modification by the Chairman upon appeal to him within a specified time.
