Notwithstanding anything contained elsewhere in this Act, the Government may, by order, require the Board to earmark a particular portion of the Fund or a particular grant or a part thereof, or any item of receipt under any head of account, or any percentage thereof, or any share of amounts receivable by the Board other than tariff, rates, rentals, fees and such other charges assigned to the Board under this Act or any part thereof, to be utilized exclusively for such purpose related to functions as may be specified by the Government, and it shall be the duty of the Board to act accordingly.
