(1) The Allotting Authority shall invite bids for allotment of vacant plots through e-auction in Form-I by publication in at least one National and one State-level newspaper. The notice shall specify the last date for submission of bids, which shall not be less than thirty days from the date of publication of such notice:
Provided that allotment to the Central Government, State Government or Public Sector Undertakings may be made without e-auction.
(2) The bidder shall submit his bid along with non-refundable registration fee of rupees one thousand and a security deposit of rupees five thousand in form of bank draft in favor of the Allotting Authority.
(3) The Allotting Authority shall scrutinise the bids received and declare the successful bidder. The successful bidder shall be informed to submit an application in Form-III to the Allotting Authority.
(4) The security deposit of unsuccessful bidder shall be refunded soon after final acceptance of successful bid.]
