(1) Direct recruitment to the service shall be made in accordance with the procedure prescribed in the Schedule.
(2) Selection for promotion to_the posts shall be made as per ‘merit and/or seniority as shown in the Schedule :
for the post of Deputy Secretary, Assistant Secretary, Section Officer.
Assistant Reseaich and Reference Officer, the conditicn 1elating to th prescribed petiod of service and experience of working in the Assembl} Secretariat may be relaxed by the Speaker, but such relaxaticn shal extent to only half the prescribed period of expetience. and if they fulfi the qualifications and other conditions for promotion, such person:
may be appointed/promoted on the basis of metit :
Provided further that in the event of non-availability of suitabl persons under the first proviso, the said posts may by filled by dir 1ecruitment or by transfer or deputation of suitable petsons serving ou side the Ssctetariat in connection with the affairs of the Union or a Stat or statutory body.
Explanation:— Merit will be determined :—
(a) by holding written departmental examination as per syllab prescribed for different posts by the Speaker from time to ti and for interview by a Selection Board constituted by the Speaker’
(b) by educational qualifications, suitability for the job, experient and record of work during the preceding five years and inte) taken in activities besides the responsibilities of one’s own etc.
