Reservation of vacancies for other Backward 'Classes shall be in accordance with the orders of the Government for such reservation in force at the time of direct recruitment. In the event of nonavailability of eligible and suitable candidates amongst Other Backward Classes in a particular year, the vacancies so reserved for them shall be filled in accordance with the normal procedure.
