Every member of the Board including the President [and the Vice-President] 21 shall be liable for the loss, waste or misapplication of any money or other property belonging to, or constituting the endowment if such loss, waste or misapplication is a direct consequence of his wilful act or omission while holding office, and a suit for compensation may be instituted against him by the Board or by the State Government.
