Government of Rajasthan Technical Education Department F.No. P.8(11) T.E./2023-01383 Jaipur 02-08-2024 New Policy 2024 for Pursuing Higher Study In supersession of the earlier policy dated 07.08.2020, Government of Rajasthan hereby introduces New State Higher Study Policy for Technical educational institutes for pursuing M. Tech /Ph.D.
for the purpose of their C.A.S. and to improve their educational quality.
1. Coverage:
1.1. Scope: The provision of this policy shall apply to regularly selected faculty members of Government Polytechnic Colleges / Autonomous Engineering Colleges in Government hereinafter referred to as Technical Institutes.
1.2. Date of Effect: The policy shall come into force with effect from the date of issue of this order for polytechnic colleges and in case of engineering colleges it Jwill take effect from the date of adoption by the BOG of respective engineering college. After the adoption by BOG the prior decisions taken in respect of higher studies shall not be further applicable.
Provided that any permission which was granted prior to the date of effect of this policy shall not be adversely affected.
2. Eligibility :
2.1. Faculty members of Technical Institutes as covered under clause 1.1 above, can apply for
(a) Master's Program: The incumbent faculty must possess minimum teaching experience of 3 years (including probation period) at the time of applying for this program.
(b) Doctoral Program: The incumbent faculty must possess minimum teaching experience of 3 years (including probation period) at the time of applying for this program and Master's degree or equivalent (minimum qualification) in the appropriate branch/subject.
2.2. Computer Programmers, System Programmers, Workshop Staff, Guest Lecturer, Visiting Lecturer, Teaching Assistants, Ad-hoc Appointees, Technical Assistants and other such categories of staff are not eligible and shall not be under the coverage of this policy.
3. Categories of Higher Study Permission:
An eligible faculty may opt the following categories for Higher Study Permission:
1. Category 1: M. Tech./M. Phil. (Full-Time)
2. Category 2: Ph. D. (Full-Time)
3. Category 3: M. Tech./M. Phil. (Part-Time Modular)
4. Category 4: Ph. D. (Part-Time)
4. Types of Institutes for Higher Study Permission:
An eligible faculty may opt for one of the following types of institutes for higher study permission:
1. Type 1 - I.I.Sc., Bangalore and all I.I.Ts in India.
2. Type 2 - N.I.Ts, IIITs and National Level Government Institutions approved under AICTE / UGC for awarding Post Graduate / Doctoral Degrees, Central Universities, State level Government Institutions approved under AICTE / UGC for awarding Post Graduate / Doctoral Degrees / State level Government Universities.
3. Type 3 - Private Universities / Institutions approved by UGC/AICTE (NAAC 'A' Grade and upper).
5. Procedure for Selection A. Government Polytechnic Colleges:- a. The eligible applicants will submit the duly filled application form (Annexure 1) along with the duly attested proof of enclosures by 15th Feb. / 1 Oct. of every year in their respective Technical Institutes.
b. Principal, Government Polytechnic College shall send list of eligible candidates by 15 March / 1 Nov. of every year, along with the record to the Approval Committee, based on the recommendation of the three-member scrutiny committee. The scrutiny committee shall comprise three HODs or equivalent level members. The scrutiny committee shall scrutinize the cases strictly as per the merit based on the criterion of marks for selection as stipulated in Annexure 2.
c. These Proposals will be placed before the Approval Committee constituted as under which shall send the list of eligible candidates by 30th March 15 Nov. of every year to the State Government:
1. Director Technical Education, Rajasthan- Chairman
2. Jt. Director/ Secretary, Board of Tech. Education Raj. - Member
3. Jt. Director Technical Education (Establishment)- Member Secretary d. The State Government shall send the final approved list of eligible candidates by 30th April/15 Dec. of every year to Director, Technical Education, Rajasthan, Jodhpur who shall display the list of eligible and ineligible candidates within a week on DTE website, stating the reasons of disqualification of the ineligible candidates.
B. Autonomous Engineering Colleges:- a. The eligible applicants will submit the duly filled application form (Annexure 1) along with the duly attested proof of enclosures by 15th Feb. / 1 Oct. of every year in their respective Technical Institutes.
b. Principal, Engineering College shall send list of eligible candidates by 15th March 1 Nov. of every year, along with the record to the BOG as well as to the State Government based on the recommendation of the three-member scrutiny committee. The scrutiny committee shall comprise three HODs or equivalent level members. The scrutiny committee shall scrutinize the cases strictly as per the merit based on the criterion of marks for selection as stipulated in Annexure 2.
c. These Proposals will be placed before the BOG but in case the meeting of BOG is being not taken place during the prescribed period, the proposal may be considered by the Government subject to the final approval of BOG.
Note: - Those faculty members who were pursuing M.Tech. / M.Phil. / Ph.D. prior to their regular selection and disclosed the information about it to the recruiting bodies prior to joining, separate permission shall not be required for them however, provisions relating to clause 6 and 7 shall be applicable if they want to pursue further their higher study.
6. Leave for Higher Studies:
In case of grant of study leave and extraordinary leave for regular higher studies, study leave should be allowed only if the applicant pursues regular higher studies in his own branch or an equivalent branch. In respect of equivalent branch, only the classification determined by AICTE will be valid.
The faculty members permitted for regular higher studies will be granted study leave as per the procedure laid down in RSR.
Amendment of rule 110:
"(1) Study leave will be admissible to a permanent Government servant to pursue course of study or investigation of a scientific or technical nature which in the opinion of the sanctioning authority is considered necessary in the public interest for the working of the department in which he is employed. It will not be granted to a Government servant who is due to attain the age of superannuation from Government service within five years of the date on which he is expected to return to duty after expiry of study leave. Study leave will not be admissible to an employee who has attained the age of above fifty two years.
A bond shall be executed by the employee before sanctioning authority for serving minimum period of five years in the form of bond given in Appendix - XVIII of RSR Vol. II."
2. Provided that if a permanent Government servant does not want to avail study leave and he desires to pursue course of study or investigation of a scientific or technical nature by availing Extra Ordinary Leave (EOL), he may be allowed EOL for this purpose without any restriction of serving State Government for any period on expiry of EOL. If such Government servant does not join duty after expiry of EOL and seeks voluntary retirement from Government service, the period of EOL will not count for any purpose i.e. for pension and for acquiring higher qualification admissible, if any.
(3) In case of a temporary Government servant who is not covered by provision of sub rule
(2), extraordinary leave may be granted to pursue course of study or investigation of a scientific or technical nature certified in the public interest as per provisions of sub-clause
(b) of rule 96"
7. Scholarships/ Contingency Grants/Financials:
No scholarship or contingency Grants or any other financial liability shall be borne by the Technical Institutes/State Government.
8. Other conditions:
i. At any Point of time, the number of faculty members to be allowed to pursue M. Tech. M.
Phil./Ph.D. Full time from any branch of any institute will not be more than 20% of the working strength of Permanent Faculty in a Technical Institute; subject to keeping minimum 2 regular faculty available in that particular branch / subject.
ii. This policy encourages the faculty members to pursue higher studies in the Part Time Category (Category 3 and 4) with the following conditions:
(a) Eligible faculty members may be allowed to pursue part time M. Tech. / M.Phil /Ph.D.
subject to the condition that his/her academic/official duties in the Technical Institute are not affected to pursue such course. Director/Principal of the Technical Institutes may decide the order of preference while allowing such members taking into consideration the age, qualifications, experience, research publications or any other relevant criterion.
(b) Faculty members pursing M. Tech / M. Phil. Ph. D. Part time will not be allowed to join the Course (M. Tech. M. Phil. /Ph.D.) during the working hours of the parent technical institute.
iii. It will not be a right of the faculty to get permission of higher study only on the basis of selection in an institute.
iv. The Government can withdraw the higher study permission at any point of time due to administrative reasons v. The Government may transfer the faculty to whom the permission under this policy is granted for administrative reasons.
vi. The distance between the place of posting of personnel and the institute (for the permission of Ph.D.) of higher studies Universities should not be more than 80 KM provided the teaching work of students is not suffered and personnel himself fulfils the study related conditions of the institute in which he is pursuing higher studies.
vii. The distance between the place of posting of personnel and the institute (for the permission of M.Tech. (Part Time)) of higher studies/Universities should not be more than 50 KM as per AICTE provided the teaching work of the students is not suffered and personnel himself fulfils the study related conditions of the institute in which he is pursuing higher studies.
viii. Permission for regular/part time higher studies will be given only for one's own branch/subject or equivalent branch in respect of equivalent branch, only the classification determined by AICTE will be valid.
ix. Higher study permission will not be given to the Personnel on deputation/working arrangement.
