No. 4617/RNC/Plan/Trg./64.- In exercise of the powers conferred by subsection (1) of section 10 read with section 24 and sub-section (2) of section 33 of the Rajasthan Nurses, Midwives, Health Visitors and Auxiliary Nurse Midwives Registration Act, 1964 (Rajasthan Act 9 of 1964) and after obtaining confirmation of the State Government as required by sub-section. (2) of section 10 of Nursing Council namely: - the said Act, the Rajasthan hereby makes the following regulations, 2 | P a g e THE RAJASTHAN NURSING COUNCIL REGULATIONS, 1964.
1. Short title. (1) These regulations may be called the Rajasthan Nursing Council Regulations, 1964.
2. Definitions. - In these regulations unless the context otherwise requires-
(1) 'Act' means the Rajasthan Nurses, Midwives, Health Visitors and Auxiliary Nurse, Midwives Registration Act, 1964 (Rajasthan Act 9 of 64).
(2) 'President' means the President of the Council Under section 8 (1) of the Act.
(3) 'Registrar' means Registrar appointed under section 9 (1).
(4) 'Vice President' means the Vice President of the Council elected under section 8 (2) of the Act.
3. The Office of the Council shall be situated in Jaipur.
PART I Time and place of, and preparation of business for meetings of the Council.
4. (1) Meetings of the Council shall ordinarily be held at Jaipur or at any other place on such dates as may be fixed by the Council provided that the President may call a special by the Council provided that the President may call a special matter requiring the attention of the Council.
(2) The first meeting of the Council other than a special meeting referred to in the proviso to Regulation 4 (1) held in any financial year shall be the annual meeting of the Council for that year.
5. At meetings referred to in the proviso to Regulation 4 (1) only the subject or subjects for the consideration of which the meeting has been called shall be discussed.
6. Notice of every meeting other than a special meeting called under the proviso to regulation 4 (1) or under the first proviso to regulation 8 (1)
(b) shall be despatched by the Registrar to each member of the Council not less than 40 days before the date of the meeting. 3 | P a g e
7. (1) The Registrar shall issue, with the notice of the meeting, a preliminary agenda, papers showing the business to be brought before the meeting the terms of all motions to be moved of which notice in writing has previously reached him/ her and the names of the movers.
(2) A member, who wishes to move any motion not included in the preliminary agenda paper or an amendment to any item so included, shall give notice thereof to the Registrar not less than 25 clear days before the date fixed for the meetings.
(3) The Registrar shall, not less than 15 clear days before the date fixed for the meeting, issue a complete agenda paper showing the business to be brought before the meeting.
(4) A member who wishes to move an amendment to any item included in the complete agenda paper, but not included in the preliminary agenda paper, shall give notice thereof to the Registrar not less than three clear days before the date fixed for the meeting.
(5) The Registrar shall, if time permits cause a list of all amendments, of which notice has been given under clause (4) to be made available for the use of every member:
Provided that the President may, if the Council agrees, allow a motion to be discussed at a meeting notwithstanding the fact that notice was received too late to admit of compliance with this Regulation.
8. (1) A motion shall not be admissible, -
(a) if the matter to which it relates is not within the scope of the Council's functions;
(b) if it raises substantially the same question as a motion or amendment which has been moved or with- drawn with the leave of the Council within one year of the date of the meeting at which it is designed to be moved:
Provided that such a motion may be admitted at a special meeting of the Council convened for the purpose on the requisition of not less than two-third of the members of the Council; 4 | P a g e
Provided further that nothing in these regulations shall operate to prohibit the further discussion of any matter referred to the Council by the State Government in the exercise of any of their functions under the Act;
(c) Unless it is clearly and precisely expressed and raises substantially one definite issue;
(d) if it contains arguments, inferences ironical expressions or defamatory statements.
(2) The President shall disallow any motion which, in his opinion, is inadmissible under sub-regulation (1):
Provided that if a motion can be rendered admissible by amendment the President may in lieu of disallowing the motion admit it in an amended form.
(3) When the President disallows or amends a motion the registrar shall inform the members who gave notice of the motion of the order of disallowance or, as the case may be, of the form in which the motion has been admitted.
PART II Conduct of business at meetings of the Council.
9. (1) Every meeting of the council shall be presided over by the President, or if he is absent, by the Vice President, or, if both the President and the Vice President are absent, by a Chairman to be elected by the members present from among themselves.
(2) All references in this part to the President shall be read as referring to the person, for the time being, presiding over a meeting.
(3) Six members of the Council shall form a quorum.
10. If, at the time appointed for a meeting, a quorum is not present, the meeting shall not commence until a quorum is present, and if a quorum is not present, on the expiration of 20 minutes from the time appointed for the meeting or during the course of any meeting, the meeting shall stand adjourned future time and date as the president may appoint. 5 | P a g e
11. (1) Every matter to be determined by the Council shall be determined on a motion moved by a member and put to the Council by the President;
(2) Votes shall be taken by show of hands or by division or by ballot, as the President may direct:
Provided that votes shall be taken by a ballot if three members so desire and ask for it:
Provided further that if voting has been by a show of hands a division shall be taken if a member asks for it.
(3) The President shall determine the method of taking votes by division.
(4) The result of the vote shall be announced by the President and shall not be challenged.
(5) in the event of an equality of votes the President shall have a second or a casting vote.
12. When motions identical in purport stand in the names of two or more members the President shall decide whose motion shall be moved and the other motion or motions shall thereupon be deemed to be withdrawn.
13. (1) Every motion or amendment shall be seconded and if not seconded shall be deemed to have been withdrawn.
(2) When a motion has been seconded, it shall be stated from the Chair.
(3) When a motion has been thus stated, it may be discussed as a question to be resolved either in the affirmative or in the negative or any member may, subject to Regulations 14 and 15, move an amendment to the motion;
Provided that President shall not allow an amendment to be moved which if it had been a substantive motion and would have been in-admissible under Regulation 5.
14. (1) An amendment must be relevant to and within the scope of motion to which it is proposed. 6 | P a g e
(2) An amendment may not be moved which has merely the effect of a negative vote.
(3) The President may refuse to put an amendment which in his opinion is frivolous,
15. A motion may be amended by: -
(1) the omission, insertion or addition of words; or
(2) the substitution of words for any of the original words.
16. (1) When a motion or amendment is under debate no proposal with reference thereto shall be made other than;
1. an amendment of the motion or of the amendment as the case may be, as proposed in Regulation 13;
2. a motion for the adjournment of the debate on the motion or amendment either to a specified date and hour or sine die;
3. a motion for the closure, namely a motion that the question be now put;
4. a motion that the council instead of proceeding to deal with the motion do pass to the next item on the programme of business:
Provided that no such motion or amendment shall be moved so as to interrupt a speech:
Provided that also no motion of the nature referred to in clauses (b), (c) and (d) shall be moved or seconded by a member who has already spoken to the question then before the meeting:
Provided further that a motion referred to in clauses (c) and
(d) above shall be moved without a speech.
(2) It shall be in the discretion of the President to put or refuse to put to the Council a proposal of the nature referred to in clause (b) of sub-regulation (1).
(3) Unless the President is of opinion that a motion for closure is an abuse of the right of reasonable debate, he shall forthwith put a motion that the question be now put and if that motion is carried 7 | P a g e that substantive motion of amendment under debate shall be forthwith:
Provided that the President may allow the mover of the substantive motion to exercise his right of reply before the substantive motion under debate is put.
17. Subject to the provision that it shall not interrupt a speech, a proposal to adjourn the Council to a specified date and hour may be made at any time, but it shall be in the discretion of the President to put or refuse to put such a proposal to the Council.
18. A motion or an amendment which has been moved and seconded shall not be withdrawn save with the leave of the Council which shall not be deemed to be granted, if any member dissents from the granting of leave.
19. When a motion has been moved and seconded, members either than the mover and the seconder may speak on the motion in such order as the President may direct;
Provided that the seconder of a motion or of an amendment may with the permission of the President, confine himself/herself to seconding the motion or amendment as the case may be and speak thereon at any subsequent stage of the debate.
20. During the meeting, the President may, at any time, make any objections or suggestions or give information to elucidate any point to help the members in the discussion.
21. (1) The mover of an original motion, and if permitted by the President, the mover of any amendment, shall be entitled to a right of final reply; no other member shall speak more than once to any debate except, with the permission of the President, for the purpose of making a personal explanation of putting a question to the member, then addressing the Council:
Provided that any member at any stage of the debate may rise to a point of order, but no speech shall be allowed on that point;
Provided further that a member who has spoken on a motion may speak again on an amendment subsequently moved to the motion; 8 | P a g e
(2) No member shall, save with the permission of the President, speak for more than five minutes;
Provided that the mover of a motion when moving the same, may speak for ten minutes.
(3) A speech shall be strictly confined to the subject matter of the motion or amendment on which it is made.
(4) Any motion or amendment standing in the name of a member who is absent from the meeting or unwilling to move it may be brought forward by another member with the permission of the President.
22. (1) A member desiring to make any observations on the matter before the Council shall speak from his/her place, shall rise when he/she speaks, and shall address the President.
(2) If at any time the President rises, any member speaking shall immediately resume his/her seat.
23. No member shall be heard except upon the business before the Council.
24. (1) When an amendment to any motion is moved and seconded or when two or more such amendments are moved and seconded, the President shall, before taking the sense of the Council thereon, state or read to the Council the terms or the original motion and of the amendment or amendments proposed.
(2) An amendment to a motion shall be put to the vote first.
(3) If there be more than one amendment to a motion the President shall decide in what order they shall be taken.
25. When any motion involving several points has been discussed it shall be in the discretion of the President to divide the motion and put each or any point separately to the vote as he may think fit.
26. (1) The President may, at any time, adjourn any meeting to any future day or to any hour of the same day. 9 | P a g e
(2) Whenever a meeting is adjourned to a future day, the Registrar shall, if possible, send notice of the adjournment to every member who was not present at such meeting.
(3) When a meeting has been adjourned to a future day the President may change such day to any other day and the Registrar shall send written notice of the change to each member.
(4) At a meeting adjourned to a future day any motion standing over from the previous day shall, unless the President otherwise directs, take precedence of other matter on the agenda.
(5) Either at the beginning of the meeting or after the conclusion of the debate on a particular item during the meeting the President or a member may suggest a change in the order of business on the agenda; if the Council agrees such a change shall take place.
(6) No matter which had not been on the agenda of the original meeting shall be discussed at an adjourned meeting.
(7) The same quorum shall be necessary for an adjourned meeting as for an ordinary meeting.
27. (1) The President shall decide all points of order which may arise, and his decision shall be final.
(2) If any question arises with reference to procedure in respect of a matter for which these regulations make no provision, the President shall decide the same and his decision shall be final.
28. Four representatives of the Press at the discretion of the President and other visitors, not exceeding four at a time, may be admitted to the meetings on production of permits from the Registrar. The Press Representatives shall be required to obtain the previous approval of the Registrar to the publication of their report of the proceedings. The President at any time may hold the meetings in camera in which case-all visitors will be required to withdraw.
PART III Minutes of the Meeting 10 | P a g e
29. The proceedings of the meeting of the Council shall be preserved in the form of printed or cyclostyled minutes which shall be authenticated, after confirmation, by the signature of the President.
30. A copy of the minutes of each meeting shall be sub- mitted to the President within ten days of the meeting and attested by him and they shall then be sent to each member within 30 days of the meeting.
31. The minutes of each meeting shall contain such notions and amendments as have been moved and adopted, or negatived, with the names of the mover and the seconder, but without any comments and without any record of observations made by any member at the meeting.
32. If any objection regarding the correctness of the minutes is received within 30 days of the despatch of the minutes by the Registrar such objection together with the minutes as recorded and attested shall be put before the next meeting of the Council for confirmation. At this meeting no question shall be raised except as to the correctness of the records of the meeting:
Provided that if no objection regarding a decision taken by the Council at a meeting is received within 30 days of the despatch by the Registrar of the minutes of that particular meeting such decision may, if expedient, be put into effect before the confirmation of the minutes at the next meeting:
Provided further that the President may direct that action be taken on a decision of the Council before the expiry of the period of 30 days mentioned above.
33. The minutes of the Council shall, as soon as is practicable after their confirmation, be made up in sheets and consecutively paged for insertion in a volume, which shall be permanently preserved. A copy of such volumes shall be supplied free to each member of the Council. 11 | P a g e
PART-IV Tenure of office and powers and duties of Registrar and President of the Council REGISTRAR
34. The term of office of the Registrar shall be fixed by the Council at the time of appointment. He/she shall normally retire on attaining the age of 60 years unless otherwise determined by the Council.
35. He/she shall exercise in respect of the office of the Council, such powers as are exercised by the "Head of Office" under the Government of Rajasthan and perform such duties as under: -
(a) He/she shall also be responsible for the safety of the property of the Council and the control and management of the office, accounts and correspondence, and shall see, that the office staff attend punctually, and generally fulfil all such duties as may be required of him/her by the Council for the purposes of the Act. He/she shall attend and take notes of the proceedings of meeting of the Council and any sub-committee.
36. The Registrar shall, not less than 90 days before the expiration of the term of any existing appointment, draw the attention of the President to the approaching vacancy, and the latter shall forthwith report it to the Council in order that a new appointment may be made to take effect from the day on which the existing appointment Shall
37. The President shall hold office for such period as provided for in the Act. He shall exercise in respect of the office of the Council such powers as are exercised by a "Head of the Department" under the 12 | P a g e Government of Rajasthan and perform such duties as are contained in the provisions of the Act, Regulations and rules made thereunder. He shall to such acts as he considers necessary in furtherance of the objects for which the Council is established.
PART V Sub-Committees.
38. The Council may, at any time, on the adoption of a motion to this effect, appoint a sub-committee consisting of any member of its members or resolve itself into a sub-committee for the consideration of any business.
39. (1) A member may at any time, without notice, move that a subcommittee of the Council be appointed or that the Council do resolve itself into a sub-committee.
(2) A motion for the appointment of a sub-committee shall define the functions a she number of members to be appointed.
(3) Any member may, without notice, move an amendment to such a motion proposing that the functions of the number of members of the sub-committee be enlarged or reduced.
(4) If a motion for the appointment of a sub-committee is adopted the mover shall name the members to be appointed as member of the sub-committee and any member may than move amendments proposing the addition of other names.
(5) If the number of members proposed as members of the subcommittee does not exceed the total number of members to form the sub-committee the members so proposed shall be appointed as members of the Sub-Committee. If the number of members so proposed exceed the total number of members to the subcommittee, ballot shall be held and the requisite number of members who obtain the largest number of votes shall be appointed.
(6) The quorum for the sub-committee, shall be two-third of the Sub-Committee. 13 | P a g e
40. (a) The Chairman of a sub-committee of the whole council shall be the same as for a meeting of the Council.
(b) The Chairman of a sub-committee appointed by the Council shall be appointed by the Council at the time of the appointment of the sub-committee.
41. (1) A resolution passed by a sub-committee appointed by the whole council shall be embodied in a report prepared by the Registrar and signed by the President and shall have no effect unless confirmed by the Council at a meeting.
(2) A resolution passed by a sub-committee appointed by the Council shall be embodied in a report prepared by the Registrar or by the President at the latter's discretion, and when signed by the members of the sub-committee shall, with any notes of dissent, be presented to the Council at its next meeting subject to the provisions of the regulations regarding notice.
PART VI Examination
42. Syllabus and Regulations for the Course in General Nursing and Midwifery, Auxiliary Nurse-Midwife Course and Integrated Course for Health Visitors shall Mutatis-Mutandis be the same as laid down by the Indian Nursing Council.
43. The Examinations for the Course in General Nursing and Midwifery: -
(a) The First Examination.
(a) The First Examination. shall be held after 12 months of training.
(b) A candidate for the First Examination shall apply to the Registrar, through the head of the recognised training institution where she/he was undergoing training in Form I, so as to reach the Registrar on or before the date specified by him/her.
(c) A fee of Rs. 5/- should be forwarded with each application for admission to the Examination for the 14 | P a g e candidate appearing for the 1st time. A candidate may be allowed to appear in subsequent Examination, on payment of Rs. 3/- if he/she had failed in one subject and on payment of Rs. 5/- if he/she failed in more than one subjects. Fees paid once, shall not be refunded.
(d) A candidate shall not be admitted to any further examination after 4 failures.
(b) The Second Examination.
(a) The Second Examination shall be held as per instructions laid down in the Syllabus and regulations for the course in General Nursing and Midwifery.
(b) A Candidate for the Second Examination shall apply to the Registrar, through Head of the recognised institution in the Form II, so as to reach the Registrar on or before the date specified by him/her.
(c) A fee of Rs. 10/- shall be forwarded with each application for admission to the Second Examination. A candidate may be allowed to appear ear in a subsequent examination on payment of Rs. 5/- if he/she had failed in one subject and on payment of Rs. 10/- if he/she had failed in more than one subject.
(d) Fees once paid, shall not be refunded.
(e) If a candidate fails to pass the Examination in full within four chances, he/she shall have to appear in all the subjects after paying the full fee of Rs. 10/-.
(3) The Final Examination in Midwifery. –
(a) The final examination in Midwifery shall be held as per instructions laid down in the Syllabus and Regulations for the Course in Midwifery.
(b) A candidate for the Midwifery Examination shall apply to the Registrar, through head of the recognised institution in Form III, so as to reach the Registrar on or before the date specified by him/her. 15 | P a g e
(c) A fee of Rs. 10/- shall be forwarded with each application for admission to the final examination.
(d) A candidate who fails to pass an examination may be admitted to subsequent examination on payment of a fee of Rs. 8/- only.
(e) Fees once paid shall not be refunded.
44. Examination for Auxiliary Nurse Midwife Course: -
(1) The First Examination.
(a) Shall be held as per instructions laid down in the Syllabus and Regulation for the auxiliary Nurse Midwife Course.
(b) A candidate shall apply through the head of the recognised institution in Form IV so as to reach the Registrar on or before the date specified by him/her.
(c) A fee of Rs. 5/- shall be forwarded with each application for admission to the first examination.
(d) A candidate who fails to pass an examination may be admitted to subsequent examination on payment of Rs. 3/- if he/she had failed in one subject and on payment of Rs. 5/ if he/she had failed in more than one subject.
(e) Fee once paid, shall not be refunded.
(2) Second Examination.
(a) Second examination of shall be held as per instructions laid down in the Syllabus of and regulations for the Auxiliary Nurse Midwife course.
(b) A candidate for the second examination shall apply through the head of the recognised Institution in Form V, so as to reach the Registrar on or before the date specified by him/her, with a certificate of having passed the first examination and undergone the full course of training. 16 | P a g e
(c) A fee of Rs. 5/- shall be forwarded with application for admission to the second examination.
(d) A candidate who fails to pass the second examination may be allowed to appear in subsequent examination after paying a fee of Rs. 3/-, if he/she had failed in one subject and on payment of Rs. 5/ if he/she had Inst failed in more than one subject.
(e) Fee once paid, shall not be refunded.
45. Examination for integrated course for Health Visitors.
(1) Preliminary First and Second Examinations shall be held as per instructions in the Syllabus and Regulations for the Integrated Course for Health Visitors.
(2) First Examination.
(a) A candidate for the First Examination shall apply to the Registrar, through the head of the recognised training institution where he/she was undergoing training in Form VI, so as to reach the Registrar on or before the date specified by him/her.
(b) A fee of Rs. 5/- shall be forwarded with each application for admission to the to the examination for the candidate appearing for the 1st time. A candidate may be allowed to appear in subsequent examination, on payment of Rs. 3/- if he/ she had failed in one subject and on payment of Rs. 5/ if he/she had failed in more than one subject.
(3) Second Examination.
(a) A candidate for the Second Examination shall apply to the Registrar, through Head of the Recognised Institution in Form VI, so as to reach the Day Registrar on or before the date specified by him/her.
(b) A fee of Rs. 5/- shall be forwarded with each application for admission to the second examination. A candidate may be allowed to appear in subsequent examination on payment of 17 | P a g e Rs. 3/ if he/she had failed in one subject and on payment thus of Rs. 5/- if he/she had failed in more than one subject.
(c) Fees once paid shall not be refunded.
PART VII Registration.
46. Application for Registration.
(1) A candidate after passing the Final/Second examination of any of the above courses shall apply in Form VII for Registration of her, his name under section 14 of the Act to the Council through the Head of the Institution from which she/he appeared for the Final/Second examination. The certificate and the registration number which shall be endorsed on the body of the certificate shall be transmitted to the candidate through the Head of the had Institution on payment of the following fees: -
(a) for certificate in General Nursing- Rs. 16/-
(b) for certificate in Midwifery course - Rs. 10/-
(c) for certificate in Auxiliary Nursingmidwifery course- Rs. 11/-
(d) the Health Visitors Course Rs. 11/
(2) Nurse, Midwives, Lady Health Visitors who join the service in Rajasthan from any other State must have herself/ First himself registered with the Rajasthan Nursing Council within id of 3 months after joining under clause (ii) of section 13 of the Act by applying in Form VIII.
(3) Nurses, Midwives and Health Visitors entitled to be registered under clause (iii) of section 13 of the Act shall apply to the Registrar in Form VIII for Registration to the Rajasthan date Nursing Council. 18 | P a g e
47. (1) Qualifying certificate for each examination shall he/ be issued by the President in Form IX, X, XI and XII.
(2) The Registrar shall scrutinise each case and make sure before entering his/her name in the appropriate Register, Head that the applicant is duly qualified and fulfils the requirement for Registration under section 13 of the Act
(3) Registration certificate to Nurses, Visitors, under section 13 Clause (ii) and in Forms XIII, XIV, XV and XVI. Midwives, Health (iii) shall be issued
48. Loss of Certificate. - In the event of certificate being lost or destroyed a duplicate certificate may be issued on satisfactory proof as to the identity of the applicant on payment of a fee of Rs. 10/-. A certificate thus issued shall be marked "DUPLICATE".
PART VIII Maintenance of Register.
49. The Registers of registered Nurse, Midwives, Health Visitors and Auxiliary Nurse-Midwives shall consist of the following parts: -
PART I-A (Nurses holding the Senior Certificate in General Nursing);
PART II-A (Midwives holding the Certificate in Senior Midwifery).
PART III-A (Certificate of Passed Health Visitors).
PART II-B (Certificates for Assistant Nurse-cum- Midwifery Course). The existing parts of the Registers as mentioned below prior to the enforcement of these regulations, shall also be maintained for registration of persons who may be entitled to registration under the Act, viz.: -
1. PART I-A (Nurses holding the Senior Certification in General Nursing).
2. PART I-B (Nurses holding the Junior Certificate in Nursing). 19 | P a g e
3. PART I-C (Nurses holding the Certificate of Senior Nursing in the Nursing of Women and Children).
4. PART I-D (Nurses holding the Certificate of Junior Nurses in the Nursing of Women and Children).
5. PART I-F (Nurses holding the Senior Certificate in Male Nursing).
6. PART I-G (Nurses holding the Junior Certificate in Male Nursing).
7. PART I-K (Nurses holding the Certificate of Public Health Nursing).
8. PART II-A (Midwives holding the Certificate in Senior Midwifery).
9. PART II-B (Midwives holding the Certificate in Junior Midwifery).
10. PART III-A (Certificate of Passed Health Visitors).
50. Each of the Register shall be maintained giving all the details taken from Form Nos. VII and VIII and the respective certificates of Training and Registration given in Form IX, X, XI, XII and XIII, XIV, XV and XVI.
51. Intimation of change of address.
(a) Any person who is Registered with Rajasthan Nursing Council shall send the Registrar her/his change of address in order to maintain the Registers up-to-date.
(b) The fee for re-entry of name erased or removed from the Register shall be Rs. 5/- in each case.
52. Publication of list of Registered Nurses, Midwives and Health Visitors. – Soon after the close of the calendar year, the Registrar shall cause the lists of Nurses, Midwives and Health Visitors registered in several parts of the Registers to be printed and published for sale at such price as may be fixed by the council from time to time.

53. Inspection of Examinations and Training Institutions. – The Inspection of examination under Section 24 of the Act shall be carried out in accordance with the following regulations: -
(1) The Council shall appoint not less than two Inspectors, whether from among members of the Council or otherwise to attend at qualifying and other examinations and to inspect Training Institutions.
(2) An Inspector shall have taught previously students in one or other of the Subjects of the Final/Second Examination or in cognate subjects for five years and shall have acted as examiner in such subjects.
(3) The term of office of an Inspector shall be fixed by the Council at the time of his/her appointment.
(4) An Inspector shall on receipt of a formal instructions in writing from the Council under the Seal of the of the Council attend at examinations held for the purpose of granting any recognised qualification or recognised higher qualification and inspect such recognised training institutions, as the Council may direct, and thereafter shall report to the Council on the sufficiency of the examinations, or on the suitability of the Institutions for the purpose of training and on the adequacy of the training therein.
(5) Every report of an Inspector shall be cyclostyled and referred to the Council for consideration and report to the Council. A copy shall be supplied to each member of the council.
(6) The report of the Inspectors shall be deemed confidential unless in any particular case the council shall direct otherwise.
(7) A copy of the report made by an Inspector marked "CONFIDENTIAL" shall be forwarded to the institution concerned with a request that the institution will furnish to the Council, with as the little delay as possible such observations thereon as it may think necessary.
(8) A confidential copy of every report of an Inspector with the observations of the Institution thereon shall be supplied to each member of the Council and shall be considered by the Council at their next meeting. 21 | P a g e
(9) A copy of every report by an Inspector, with the observations of the institution concerned, and the opinion of the Council thereon, shall be forwarded to the State Government.
(10) No Inspector shall take part in the Inspection of any examination, or of any training institution in which he/she is a teacher or examiner.
(11) An Inspector may accept ordinary hospitality may not accept hospitality of house and but board from examiners or any officials of institutions in which he/ she is conducting an inspection.
(12) It shall be the duty of the Registrar to ascertain periodically from the examining bodies the date and place of every examination which may be inspected by the Council.
PART X
54. Appointment of and Remuneration to examiners
(1) The examiners for each examination conducted by the Council shall be appointed by the Council from among the registered medical practitioners or registered nurses, midwives or health visitors as may be necessary. The number of examiners for each subject shall be determined by the Council.
(2) Remuneration.
(a) Paper setter and Examiner for written paper shall be the same and shall be paid 0.50 NP. per paper.
(b) Oral and practical examiner shall be paid Re. 1/- per student per subject for each examination.
(c) Superintendent or Inspector of each Examination Centre shall be paid Rs. 10/- per day. day. Invigilators Rs. 2/- per day
(d) Tabulators Rs. 10/- per hundred candidates.
55. Travelling Allowance to examiners or members of the Council.
(a)Travelling allowance to each examiner for attending a centre for examination purpose shall be paid at the rate admissible to first class 22 | P a g e or second-class officers of the Rajasthan Government as may be decided in each case by the Council.
(b) A member of the Council attending any meeting of the Council from outside Jaipur and members appointed for inspecting Training Institutions shall receive travelling allowance at the rate allowed to first class or second-class officers of the Rajasthan Government as may be decided by the Council.
56. Preparation of budget and keeping of accounts of the Council.
(i) The Registrar shall prepare near about December every year, á budget estimate of receipts and expenditure of the Council for the financial year which commences from April of the next calendar year together with a revised estimate of the current year for approval of the Council.
(ii) The Registrar shall, near about the month of July, in each year, prepare a statement of income and the expenditure of the Council from different sources including all fees received in the preceding financial year and shall draw the attention of the Council to such matters as may be deserving of notice.
57. Permanent Advance. - The Registrar shall be allowed a permanent advance of Rs. 200/- to meet current expenditure.
58. Contingent Expenses. - The Registrar shall be allowed to incur an expenditure not exceeding Rs. 20 at one time for the purchase of any article of contingent nature. No expenditure exceeding Rs. 20/- for any purpose shall be made by the Registrar without previous sanction of the President of the Council.
59. Maintenance of cash book. –
(a) The Registrar shall be responsible for proper maintenance of the Cash Book. He should see that day-to-day account of all moneys received or spent by the Council is maintained in Cash Book.
(b) All cheques shall be signed both by the President and the Registrar or in the absence of the President by a Member of 23 | P a g e the Council specially authorised by the President for this purpose and the Registrar.
(c) The Bankers of the Council shall be the State Bank of Bikaner and Jaipur Ltd., (Secretariat Branch). All funds of the Council that be paid into the council's account with the State Bank of Bikaner and Jaipur Ltd., (Secretariat Branch) at Jaipur, and shall be withdrawn by means of Cheques signed by the Registrar/President. The cheque books shall remain in the personal custody of the Registrar.
60. Audit. - The accounts of the Council shall be audited at least once in each year at such date or dates as the council shall direct by an Auditor or Auditors to be nominated by the Council.
