Section 57: Power of the Commission to make regulations. -

(1) The Commission may, by notification in the Official Gazette, make regulations consistent with this Act and the rules made thereunder, to carry out the purposes of this Act. (2) In particular and without prejudice to the generality of the foregoing power such regulations may provide for all or any of the following matters, namely: - (a) the duties and powers of the Secretary of the Commission: (b) the salary, allowances and other conditions of service of the Secretary, other officers and employees of the Commission: (c) the method and manner of selection of the officers and other employees of the Commission: (d) the terms and conditions of consultant appointed under sub- section (5) of section 8: (e) the procedure in regard to transaction of business at the meetings of the Commission including quorum at such meetings: (f) the terms and conditions for the operation and maintenance of power system and electric supply lines: (g) the manner in which charges for energy may be determined under sub-section (2) of section 26: (h) the fines and charges under section 31; (i) the circumstances in which the licensees are to inform the consumers of their rights; (j) the standards of performance in relation to any duty arising under clause (a) of sub-section (1) of section 33 or otherwise in connection with the electricity supply to the consumers: (k) the circumstances in which licensees are to be exempted from any requirements of the regulations or of section 33: and (l) the practice or procedure to be followed in connection with adjudication and settlement in arbitration proceedings.
