1. Short Title and commencement.- (1) These rules may be called the Rajasthan Prevention and Control of Infectious and Contagious Diseases in Animals (Check Post and Quarantine Camp, Manner of Inspection, etc. ) Rules, 2015.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Definitions.-(1) In these rules unless the context otherwise requires,-

(a) 'Act' means the Prevention and Control of Infectious and Contagious Diseases in Animals Act, 2009 (Central Act No. 27 of 2009);

(b) 'Form' means a form appended to these rules; and

(c) 'Section' means a Section of the Act.

(2) Words and expressions used but not defined in these rules shall have the same meaning as assigned to them in the Act.

3. The manner of inspection and the period of detention at a Check Post or at Quarantine Camp - (1) In order to ascertain whether the animal is infected with any of the scheduled notified disease, the animal stopped at the check post or detained in the quarantine camp shall be inspected by the person in charge of check post or quarantine camp for the following :-

(a) movement and gait;

(b) dull, depressed, normal or excited behaviour;

(c) increase in body temperature;

(d) ulcer in the mouth, feet or udder;

(e) excessive lacrimation, nasal or vaginal discharge;

(f) sweating and shivering;

(g) dryness of the skin, alopecia, skin rashes;

(h) weakness;

(i) bleeding through natural openings; and

(j) oedema or swelling in dewlap region or any other part of the body.

(2) The person in charge, check post or quarantine station shall also collect the necessary samples for laboratory examination, if required.

(3) The person in charge, check post may detain animals, at the check post for a period not exceeding 12 hours for the purpose of inspection, compulsory vaccination and identification / marking etc. For the animals vaccinated at the check post, the animal owner shall be given a vaccination certificate as required in section 9 of the Act.

(4) After examination of the animal, the officer in charge shall either allow entry of the animal to the notified Control Area or Free Area by issuing an Entry Permit in Form A, or transport the animals to the Quarantine Camp where they shall be detained after completion of formalities in Form B.

(5) The cost of examining, vaccinating, ear-tagging the animal or of any other activity at the check post shall be fixed by the Director from time to time and shall be borne by the animal owner.

4. Protocol to be followed in Quarantine Camp for the purpose of detention of animals -

(1) The officer in charge of the quarantine camp shall detain the following animals :-

(a) which are suffering from any scheduled notified disease; or

(b) which have come into contact with or have been kept in the proximity of animal infected with scheduled notified disease; or

(c) transported by the in charge, check post as detailed in sub-rule (4) of rule 3; or

(d) which belong to the species in respect of which control area has been declared under section 6 of the act; or order issued under sub section (2) of section (7).

(2) Any animal detained in quarantine camp shall be kept in a quarantine camp for a period of 14 days.

(3) The officer in charge, quarantine camp shall give an official acknowledgement in Form B to the animal owner for the animals detained in the Quarantine Camp.

(4) During quarantine, for the purpose of identification, animals shall be marked with a unique number by ear-tagging (for cattle, buffalo, sheep, goat and pigs), branding (for donkey, horses) or by any other identification method found to be suitable at that time. Animals shall be examined regularly for any scheduled disease. Animal shall be vaccinated against the scheduled disease and provided with veterinary treatment, if required. If animals are vaccinated, the animal owner shall be provided with a vaccination certificate as required in section 9 of the Act.

(5) The cost of maintenance and vaccination of the animals during the quarantine shall be fixed by the Director from time to time and shall be borne by the animal owner.

(6) After successful quarantine, the officer in charge, quarantine camp shall release the animals to the animal owner and also grant the Quarantine Release Permit as per Form C, under his signature. Form C shall also serve as Entry Permit as required in sub-section (2) of section 15 of the Act.

5. Interpretation- If any question of interpretation or doubt arises in relation to these rules, the matter shall be referred to the Director of Animal Husbandry, Government of Rajasthan whose decision thereon shall be final and binding Rajasthan Prevention and Control of Infectious and Contagious Diseases in Animals (Check Post and Quarantine Camp, Manner of Inspection, etc.) Rules, 2015.
