Special emphasis shall be given on the discipline of young offenders. As far as possible, minor offences shall be dealt with by 549 राजस्ााू राज-पत्र दिसम् बर 12 2022 भाग 4 (ग) withdrawal of concessions and when this approach fails, recourse shall be taken to other forms of punishment.
