(1) Whenever Consulate Officials of a foreign country seek permission to visit or interview a prisoner for arranging legal representation for them, or for any other purpose, the Superintendent shall inform the District Magistrate of such request from the Consulate.
(2) Only on receipt of orders from the Government the Superintendent shall permit the Consulate officials to visit the prisoner.
