1. Name of Scheme The Scheme will be called "Scheme for providing facility of Space in Govt. Polytechnic colleges to the private sector for Educational/Training purposes."
2. Applicability The Scheme will be applicable to all Govt. Co-ed and Women Polytechnic Colleges of the Rajasthan State. The list of the same is enclosed at Annexure "A".
3. The building of Govt. Polytechnics are located at very approachable place of the city. Part of building with electricity and water facility will be made available to Private Sector. The incumbent will have the benefit and opportunity to run the courses as given in para 4.1 in the space provided in these polytechnics with good number of students.
4. TERMS AND CONDITIONS FOR PROVIDING GOVT. POLYTECHNIC BUILDING AFTER THEIR REGULAR CLASSES TO PRIVATE SECTOR:
4.1. The Govt. Polytechnic Building will be provided to private sector during the time that may be decided by our principal of the Polytechnic to run: • Centre for Short Term Computer and other technical Courses • Coaching Centre for Competitive Exams • Coaching Centre for Joint Entrance Examination • Centre for Personality Development • Centre for Spoken English • Centre for improvement in Communication Skill • Any other educational/training activities other than mentioned above.
4.2. The building /rooms/space will be allotted on rent not less than as assessed as per PWD norms or decided by the Principal, which ever is higher. Where the requirements of the rooms etc. is more than those available, the vacant space will be provided and the allottee will be free to construct temporary structure after approval of the principal. In this case rent of the land will be charged. The rent will be revised every year. Electricity & water charges will also be paid by the allottee.
4.3. The revenue received as per para 4.2 will be deposited in the Institutional Development Fund (I.D.F.) of the institute, which will be spent as per Institutional Development Fund (I.D.F.) rules.
4.4. The Space/Building or part thereof, will be provided initially for a period of 05 years. It will be renewable for another such period as the Govt. may decide.
4.5. The Space/Building/Part of the building to be made available under the scheme, will be decided by the Principal of concerned Polytechnic and the details of the same (Institution wise) will be made available with the application form as well as on our website.
4.6. Security Money of Rs. 25,000/- (Rupees Twenty Five Thousands Only) will be deposited with concerned Polytechnic and if an applicant fails to run the Educational activities the same will be forfeited by the concerned the Principal of the Polytechnic.
4.7. The allottee may vacate the building with a prior notice of 3 months. The State Govt. may also get the building vacated with a notice of 3 months.
4.8. The Space/Building/Part of building will be used only for the puropose for which it is allotted.
5. PROCEDURE FOR SELECTION OF INCUMBENT: Following procedure will be adopted for selection of incumbent from private sector to run coaching centres etc. and using other facilities in both Co-ed and Women Govt. Polytechnics of Rajasthan:
5.1. The facilities available will be published and application will be invited by the concerned principals.
5.2. The applicant will specify the Govt. Polytechnic where he is willing to use the facilities for educational/training purposes. He will specify the purpose and give details, how he proposes to carry it out.
5.3. However, one applicant can apply for building/part of the building in maximum 02 Govt. Polytechnics.
5.4. The committee of following officers will examine and approve these proposals: Principal Chairman Head of Department (Senior Most) Member Head of Department of concern Department Member Representative of DTE (Not below the rank of Dy. Director) Member Representative of C.A.O., DTE (Not below the rank of AAO) Member Estate Officer of the Institution Member Secretary
5.4.1. If there is only one applicant the proposal will be accepted.
5.4.2. If there are two or more applicants, above committee will consider the proposal in order of preference as below: • The Benefit of the center to the Students SCs / STs /Girls/ Polytechnic. • Proposals from the established Educational Institute/ Coaching Institution/Industry and their goodwill. • Financial and Technical Soundness.
5.5. The facility to the extent of 5 years may be given by concerned Principal.
5.6. For more than five years the permission of State Govt. shall be taken.
5.7. All applicants will be intimated about the decision taken on their proposals.
5.8. Any applicant aggrieved by the selection of the above committee , may appeal to the Principal Secretary, Technical Education within 30 days of the selection and his decision will be final.
5.9. Notwithstanding any thing mentioned above, the State Government may allot any space in any Polytechnic College to an eligible agency in larger public interest. Annexure "A" The list of Govt. Co-ed Polytechnic Colleges of the State are as under :
